The Social Policy Specialist oversees UNICEF's work on public finance/PFM and related advocacy on social spending within the Social Policy and Child Rights Monitoring programme and provides technical quality assurance to related Work in programme sections.

How can you make a difference? 
The Social Policy Specialist (Public Finance) oversees UNICEF's work on public finance/PFM and related advocacy on social spending within the Social Policy and Child Rights Monitoring programme and provides technical quality assurance to related work in programme sections. 

This will involve:

  1. High quality technical support provided to the government on public financial management to deliver social services for children.
  2. Coordination and quality assurance of public finance-related work (including evidence generation and advocacy support) across programme sectors.
  3. Social policy dialogue and programme development
  4. Monitoring and updates current information on state budgeting and spending patterns for social programmes
  5. Sustainable decentralization and capacity building in collaboration with the central and local authorities
  6. Data collection, analysis and results-based approach for the sound and up-to-date assessment of the situation of children and women
  7. Advocacy and communication through promoting and raising awareness on children's rights with both the general public and with policy makers
  8. Establishing effective partnerships with the Government, bilateral and multilateral donors, NGOs, civil Society and local leaders, the private sector, and other UN agencies.

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master's or higher) in Social Sciences, international Relations, Political Science, International Finance, public relations, media, communication, or other relevant disciplines.
  • A minimum of 5 years of relevant professional experience in areas such as public finance, public policy, international development, programme management, government relations and advocacy.
  • Experience providing and/or managing technical assistance on public financial management to a social sector ministry is a strong asset.
  • Formal qualification in public financial management or a related area is a strong asset.
  • Demonstrated experience in leading analyses and undertaking effective advocacy on Public Finance (especially for the social sectors) would be considered an advantage
  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
