Context:

Under the overall supervision of the Director, Department for Migration Management (DMM), and the direct supervision of the Head, Immigration and Border Management (IBM), the successful candidate acts as a focal point for IOM’s work involving biometric applications and the Organization’s IBM programming related to identity management. S/he monitors and analyses developments in the thematic field, provides guidance on new programming opportunities for IOM, and supports project development, review and implementation. Core Functions / Responsibilities:

1. Provides secretariat services and acts as a resource person for IOM’s cross-departmental Biometrics for Identity Management Working Group (BIMWG).

2. In line with existing and future IOM-internal regulations, review IOM projects comprising biometric and/or travel document applications.

3. Participate in and as appropriate represent IOM in various external Identity Management, Biometrics and related Border Management fora to further enhance IOM’s role as an important Page 1 / 4actor in this arena, in particular as regards IOM support to States for the implementation of International Civil Aviation Organization’s (ICAO) Traveller Identification Program (TRIP) Strategy building on the MoU between ICAO and IOM dated November 2016.

4. Coordinate IOM’s programming with ICAO working groups relevant to the implementation of the ICAO TRIP Strategy worldwide. Develop and keep track of a pool of technical experts related to the implementation of IOM projects related to the ICAO TRIP Strategy, including in the fields of civil registration, Evidence of Identity (EoI), machine-readable travel document procurement tenders, and passenger data.

5. Draft Identity Management and Biometrics information, training and guidance materials for both internal and external use in conjunction with IOM immigration and border management specialists and other concerned IOM colleagues.

6. Deliver trainings on the subject as required to internal and external audiences, including in conflict and post-conflict countries and regions.

7. Perform country field assessments in the thematic field and draft relevant assessment reports and recommendations for follow up action. As required, this includes assessments in difficult to reach and work in regions such as countries in conflict and post-conflict situation. 8. Liaise with colleagues across IOM to monitor and provide guidance on best practices in Identity Management and Biometrics. Recommend improvements to enhance synergies to standardize, as far as possible, this area of work throughout the Organization. 9. Monitor and share information on technological and policy developments in the field of Identity Management and Biometrics to assist IOM colleagues and counterparts in IOM member states and IOM beneficiary countries.

10. Undertake shorter and longer term duty travels - including to highly challenging field locations - to perform assessments and trainings, provide technical expertise, assist with project development, monitor project implementation and ensure needed liaison, as required. 11. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Political or Social Sciences, Migration Studies, International Relations, Law, Security Studies or a related field from an accredited academic institution with five years of relevant professional experience; or

• University degree in the above fields with seven years of relevant professional experience. • Equivalent studies in the National Border or Police Academy of country of residence. Experience

• Demonstrated experience in identity management and biometrics;

• Operational and field experience as well as IOM project development and management experience;

• Demonstrated expertise in the thematic areas relevant to IOM project development in the

immigration and border management , notably: Border Assessments, (Integrated) Border Management, , Border Security, Identity Management, Migration Data Management, Intelligence and Risk Analyses, etc.;

• Experience in developing large projects and programs;

• Delivering IBM-related trainings and specialist workshops to Government officials; • Experience in liaising with governmental authorities, other national/international institutions Page 2 / 4private sector partners N, as well as in donor liaison, outreach and networking; • Some Knowledge of monitoring and evaluation.

Languages

Fluency and excellent writing skills in English is required. Working knowledge of French and/or Spanish and knowledge of Arabic, Chinese, Portuguese, Russian or another major global language is an advantage.
