Context:

The Needs and Population Monitoring (NPM) is a set of tools and methods that IOM uses to track and assess affected population in order to identify the most urgent needs and gaps for the purpose of providing assistance. IOM is implementing the NPM to regularly collect and verify population groups at the community level in Syria, and to provide humanitarian clusters and other partners with baseline information and indicators to address priority needs, and the types of required humanitarian interventions.

Under the overall supervision of the Head of Office and direct supervision of the Programme Coordinator (NPM), the successful candidate will provide programme and technical assistance in data review and analysis, conducting research, drafting project and donor reports, developing project proposals and concept notes in coordination with the project development unit, and assisting in the coordination and liaison with internal and external stakeholders such as UN agencies, humanitarian clusters and donors.

Core Functions / Responsibilities:

1. Monitor and follow up on the production of NPM reporting obligations and impact materials including monthly Mobility Dynamic Monitoring reports, quarterly Population Baseline reports, Page 1 / 4donor reports, flash reports, presentations, and other materials. 2. Conduct analysis of quantitative data and findings of NPM data collection rounds and determine relevant information for inclusion in monthly and quarterly reports. 3. Support the development of relevant NPM tools such as multi-sectoral, inter-sectoral, and thematic assessments, alerts, governorates profiles, etc., including coordination with humanitarian clusters/partners as needed.

4. Contribute to regular and timely donor reporting, and provide regular, complete and concise tracking reports of the programme implementation to the Programme Coordinator. 5. Conceptualize relevant infographics, graphs, maps and tables to be included in NPM reports and updates.

6. Provide information and technical inputs in relation to the development of project proposals and concept notes in line with donor priorities and NPM Programme strategies in close coordination with the Programme Coordinator and Whole of Syria Response Coordinators. 7. Track and answer to information / data requests from IOM (IOM HQ and other missions) and external staff (OCHA, clusters etc.) in coordination with the Programme Coordinator. 8. Support the Programme Coordinator in liaising with humanitarian clusters and partners in order to plan and conduct flash, thematic, or inter-sectoral assessments. 9. Support and follow up on the planning and implementation of a variety of NPM programme components including procurement and logistics, admin and HR, as well as legal processes for the creation of new contracts/agreements with implementing partners. 10. Provide technical information and guidance to facilitate understanding and utilization of relevant NPM data to improve identification, coordination, service delivery and M&E of activities. 11. Participate in liaison activities with the programme's partners, such as UN agencies, humanitarian clusters, donors, and any other concerned agencies and working groups as required.

12. Participate in workshops, trainings, seminars and other meetings as requested by the NPM Coordinator.

13. Perform such other duties as may be required.

Required Qualifications and Experience:

Education

• Master’s degree in Political or Social Science, International Relations, Law or a related field from an accredited academic institution with at least two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience. Experience

• Experience in the field of project development, reporting and related activities, complex project implementation, budget drafting, research, and liaison with international agencies (UN agencies, international organizations, and international specialized NGOs) and donors; • Strong writing and analytical skills especially in donor reports and proposal development; • Knowledge of donor funding mechanisms, reporting requirements and procedures, and project Page 2 / 4implementation;

• Knowledge of IOM’s administration, financial, procurement and legal systems and structure; • Good knowledge of UN, IOM, international organizations, and NGO mandates and programmes in the area of humanitarian assistance, post-conflict, migration, and development; • Experience with project planning, scheduling and deployment of resources, and evaluation and assessment;

• Proven ability to consolidate information from multiple sources;

• Experience in the region is a distinctive advantage.

Languages

Fluency in English is required. Working knowledge of other IOM official languages is an advantage.
