Monitoring and Evaluation Officer (National Contract)
 
Danish Refugee Council, one of the world’s leading humanitarian NGOs, is currently looking for a highly qualified M&E Officer, the main objective is to implement already developed M&E tools ensuring compliance with DRC procedure, quality standards and project indicators. 
 
Who are we?  
 
DRC is an international non-governmental organization, which promotes and supports durable solutions to the problems faced by refugees and internally displaced people all over the world. DRC is present in some 40 conflict territories around the world assisting displaced people with shelter, food, income generating activities, legal aid and a wide range of other protection assistance, Afghanistan suffers Long-standing armed conflict and frequent natural disasters have caused massive displacement over the past 30 years, affecting millions of people.    
 
To meet this need, DRC started up its Programme in Afghanistan in January 2011. The goal of DRC’s work is to promote durable solutions to refugee and displacement problems, on the basis of humanitarian principles and human rights. DRC works with the urban IDP case load but also with rural communities in Kabul province with a high return rate, as well DRC provides logistic support to UNCHR across the country. Sector wise, activities are mainly focused on protection, livelihood, community mobilization/infra-structure, and emergency logistics/response. These programs are funded by DANIDA, UNHCR, BPRM, and UNTF Europe Aid & ECHO.    
 
About the job  
 
The M&E officer is responsible to implement already developed M&E tools ensuring compliance with DRC procedure, quality standards and project indicators. M&E officer is also being responsible for data collection, analysis, post distribution monitoring and making recommendations to improve M&E systems and program quality. 
 
In this position, you will be responsible for the following; 
 
  • Conduct frequent field visits with program staff in Kabul and area office to ensure effective monitoring of ongoing and recently completed projects is done; 
  • Ensuring data collection carried out in timely manner, in accordance with donor requirements and DRC quality standards; and analysis of data into meaningful information; 
  • Conduct post distribution monitoring for emergency and livelihood projects; ensuring the distributions are made in line with emergency response mechanism requirement; 
  • Interact regularly with Program Coordinators and area managers regarding ensuring collection of appropriate data; 
  • Contribute to and write reports for internal and external use reports ensuring their timely submission respecting the respective template formats; 
  • Conduct field visits for data validation, and monitor the quality and completeness of data sets; 
  • Coordinate data collection at project sites to monitor program development and ensure timely compilation and reporting of data; 
  • Ensure that every project in DRC Afghanistan has an M&E plan; 
  • Assist M&E specialist in rolling out the CASWA M&E framework. In particular (1) Roll out online data collection among all projects (2) Ensure that data is cleaned and databases are updated, (3) support the development of appropriate analysis methods (dashboards, etc); 
  • Work closely with partner organization staff and provide technical support in planning and implementing M&E framework. 
 
Key Deliverables:
 
Data collection, analysis, & reporting  
Frequent field visits monitoring post distribution and data collection  
Preparing and follow of M&E plan for each project 
Compile M&E and impact assessment reports 
 
 
About you  
 
To be successful in this role you must have:  
 
Education/qualifications/skills:  
  • University degree in project management, political science, computer science, statistics, or related field(s); 
  • Strong analytical skills; 
  • Strong writing and communication skills; 
  • Strong interpersonal skills; 
  • Ability to work in a deadline driven environment and undertake a proactive approach. 
Experience:  
  • At least 3 years professional work experience in NGOs; 
  • At least 2 three years’ experience in Monitoring and evaluation;  
  • Strong analytical skills requirement; 
  • Experience with data analysis tools and techniques in Excel and other software; 
  • Expertise in project cycle management is an asset; 
  • Experience with dissemination of best practices and lessons learned; 
Languages: 
  • Professional fluency in written and spoken English;  
  • Fluency in local languages (Dari and Pashto).

Conditions  
Availability: 15 March 2017.  
Duty station: DRC-DDG Country Office, Kabul, with possibility to travel to the field and provinces.   
We offer  
 
DRC-DDG will offer the successful applicant a 3 Months contract, renewable dependent on both funding and performance.  
Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for national staff. This position will be placed at salary Grade D, level 1, basic 745 USD.
