In support of Mainstreaming Green Growth in the DTI Planning Process, the GGGI intends to engage the services of a Senior Green Planning Specialist (Consultant)to work intermittently in the delivery of activities and outputs, as identified in this Terms of Reference (TOR). The Senior Green Planning Specialist will support the provision of technical assistance, including knowledge transfer, to GGGI and DTI to realize the objective of mainstreaming green growth in the planning process of the latter. He/she will work closely with the designated GGGI Staff and the DTI Corporate Planning Division. The assignment is envisioned to lead to the following results: a.) Formulation and application of conceptual framework and methodology for mainstreaming green growth in the DTI planning processes and plans; b.) Assessment of DTI Roadmap for 2017 relative a set of green growth criteria and indicators; c.) Enhancement of DTI technical knowledge on the application of green growth concepts in its planning processes.

Introduction:

 

Based in Seoul, the Global Green Growth Institute (GGGI) is an intergovernmental organization founded to support and promote a model of economic growth known as "green growth", which targets key aspects of economic performance such a poverty reduction, job creation, social inclusion, and environmental sustainability. GGGI works with countries around the world, building their capacity and working collaboratively on green growth policies that can impact the lives of millions. The organization partners with countries, multilateral institutions, government bodies, and private sector to help build economies that grow strongly and are more efficient and sustainable in the use of natural resources, less carbon intensive, and more resilient to climate change. GGGI has worked in Indonesia since 2013 and has recently embarked on the second phase of its joint program with the government, which will run until 2019.

 

GGGI supports stakeholders through complementary and integrated work streams – Green Growth Planning & Implementation and Knowledge Solutions – that deliver comprehensive products designed to assist in developing, financing, and mainstreaming green growth in national economic development plans.

 

In the Philippines, GGGI is implementing the Ecotown Scale-Up Project: Climate Resilient Green Growth Planning at the Provincial Level in partnership with the Climate Change Commission to promote sustainable local economic development and climate resilience in the Provinces of Palawan and Oriental Mindoro. Aligned with this initiative, the GGGI entered into a Memorandum of Understanding (MOU) with the Department of Trade and Industry (DTI) to promote green growth among the private sector and within the agency through three (3) areas of collaboration, namely: a.) Developing a Business Case for Greening MSME Operations; b.) Mainstreaming Green Growth in the DTI Planning Process; and c.) Capacity Building for DTI Green Growth Advocates.

 

Objectives/Purpose of the Assignment:

 

In support of Mainstreaming Green Growth in the DTI Planning Process, the GGGI intends to engage the services of a Senior Green Planning Specialist (Consultant)to work intermittently in the delivery of activities and outputs, as identified in this Terms of Reference (TOR). The Senior Green Planning Specialist will support the provision of technical assistance, including knowledge transfer, to GGGI and DTI to realize the objective of mainstreaming green growth in the planning process of the latter. He/she will work closely with the designated GGGI Staff and the DTI Corporate Planning Division. The assignment is envisioned to lead to the following results: a.) Formulation and application of conceptual framework and methodology for mainstreaming green growth in the DTI planning processes and plans; b.) Assessment of DTI Roadmap for 2017 relative a set of green growth criteria and indicators; c.) Enhancement of DTI technical knowledge on the application of green growth concepts in its planning processes.

 

Scope of Work:

 

Individual Work Plan. Upon contract signing and prior to conducting technical activities, the consultant will prepare and submit an Individual Work Plan presenting his understanding of the TOR; his approach to the assignment; and the relevant timeline. The said work plan will be reviewed and agreed with GGGI and the DTI Corporate Planning Division to ensure that the objectives of the assignment are understood by the parties and planned activities are synchronized with GGGI and DTI expectations. Expected Output: 1.) Individual Work Plan

 

Part 1: Diagnosis and Situational Analysis. In coordination with the DTI Corporate Planning Division the consultant will examine the planning processes of DTI, including the DTI Roadmap, relevant plans, policies, operational procedures, and institutional arrangements among others, to determine areas where green growth concepts and approaches could be introduced including the attendant institutional and capacity challenges and opportunities together with the corresponding options and recommendations. This will involve a review of DTI initiatives related to green growth and climate change adaptation and mitigation. In undertaking this task, the consultant will initially prepare, for GGGI and DTI concurrence, an Analytical Approach to outline the scope of the diagnosis. The consultant is expected to undertake a preliminarily review of “green growth” theories, concepts, approaches from local and international best practices such that an “operational definition of green growth in the context of DTI” is proposed in the analytical approach. The output of this exercise is expected to serve as basis for the ensuing activities under this assignment. Expected Output: 1.) Diagnosis and Situational Analysis Report

 

Part 2. Development of Green Growth Mainstreaming Methodology. Based on the result of the diagnosis, the consultant will develop a methodology to introduce and mainstream green growth in selected DTI plans, including the current and next DTI Roadmap, in close coordination with the DTI Corporate Planning Division. The methodology should be formulated in an instructive manner and include a Set of Green Growth Mainstreaming Criteria and Indicators and a Monitoring and Evaluation Framework to facilitate objective assessment of pre and post mainstreaming conditions such that the contributions and operational requirements of introducing green growth is clearly recognized. This should be developed specific to DTI and in the context of its requirements hence, it is expected that the consultant will undertake the necessary process and consultations with the concerned DTI units to ensure that this expectation is satisfied. Prior to the actual formulation of the said methodology, the consultant will prepare an Analytical Approach to be agreed with GGGI and the DTI Corporate Planning Division to ensure that expectations are managed at the onset. Expected Output: 1.) Green Growth Mainstreaming Methodology

 

Part 3. Application of Green Growth Mainstreaming Methodology. The consultant will work closely with the DTI Corporate Planning Division to apply the Green Growth Mainstreaming Methodology inselected DTI Plans, such as the DTI Roadmap. The application of said methodology will include, among others, a.)  Detailed examination of the selected plans against the mainstreaming criteria and indicators; b.) Identification and analysis of options (identifying resource and operational implications) for green growth introduction in said plans; c.) Formulation of alternative versions of the selected plans that incorporate green growth concepts and approaches such that these “green versions” are juxtaposed with the current versions and analyzed with a “green lens”.  In pursuing this task, the consultant is expected to coordinate and work closely with the DTI Units in charge of the selected plans.  Prior to the actual application of the said methodology, the consultant will prepare an Analytical Approach, which includes a Detailed Work Plan, to be agreed with GGGI and the DTI Corporate Planning Division. Expected Outputs: 1.) Alternative versions of two (2) DTI plans that incorporate green growth concepts and approaches.

 

Part 4. Institutional Development. To support the adoption of the green growth mainstreaming strategies within the DTI, the consultant is expected to document the processes undertaken in Parts 1, 2 and 3 and develop a Green Growth Mainstreaming and Replication Guide that DTI can refer to in advocating and replicating the process in other DTI plans and other external stakeholders. Related to this, the consultant is also expected to determine the necessary Capacity Development Initiatives, based on the result of Part 1, that will enhance the ability of DTI to pursue green growth mainstreaming at an institutional level. Expected Outputs(s): 1.) Green Growth Mainstreaming and Replication Guide; 2.) Portfolio of Capacity Development Initiatives.

 

Assignment Completion Report. Upon conclusion of the assignment and submission of the concerned outputs, the consultant will prepare an Assignment Completion Report to present how the objectives of the assignment and the ToR have been satisfied.

 

In performing the assignment, the consultant is expected to coordinate regularly with the GGGI designated staff, the DTI Corporate Planning Division, and identified DTI officials and staff. He/she will participate in meetings and discussions relevant to the concerned tasks. He/she is also expected to lead and deliver presentations in selected to share the status of the assignment and solicit inputs from relevant stakeholders.

Qualifications/Experience/Expertise:

 

The consultant must demonstrate the following minimum requirements:

 

Ÿ Master’s degree in Public Policy, Development Administration, Strategic Planning, Economics or other relevant academic discipline related to the assignment;

Ÿ Minimum 7 years of relevant professional experience, preferably in policy development, planning and strategic planning;

Ÿ Knowledgeable about climate change issues and green growth concepts and approaches in the context of local and global scenarios;

Ÿ Strong knowledge of the development challenges and directions of the Philippines as well as Government plans and policies relevant to the assignment;

Ÿ Operational knowledge of the planning processes, institutional arrangements, challenges and developments at the national, sectoral local levels

Ÿ Familiar with DTI operations and planning processes such as policies, operational procedures, and organizational arrangements;

Ÿ Demonstrated experience in policy, organizational and institutional analyses and able to lead and facilitate multi-stakeholder discussions at various levels of the organization including policy makers and operational units;

Ÿ Skilled with using the latest methodologies and tools (e.g. Balanced Scorecard) used to for aligning business activities to the vision and strategy of the organization, improve internal and external communications, and monitor organization performance against strategic goals; 

Ÿ Ability and experience to build and maintain positive relationships with key stakeholders including Government entities and other development partners;

Ÿ  Maturity in a time-sensitive environment, and meet deadlines with strong attention to details; and

Ÿ  Excellent English presentation, writing, communication and networking skills.
