UNICEF SD is seeking a consultant to support generation and use of data in national immunization supply chains. The consultant will support country governments and UNICEF country offices with identification and implementation of relevant data use activities and with planning and coordination of an industry meeting for the market of electronic LMIS. Additionally, the consultant will contribute to the inclusion of data for management related questions in the newly updated Effective Vaccine Management assessment tool and development and online publishing of communication material and standard tools.

Consultancy Title: Consultant, Data for Management of the Immunization Supply Chain

 LOCATION/DURATION:

Duration: 9.5 months over 11 months

Location: Supply Division, Copenhagen, Denmark

Start Date: End of March 2017, stationed in Copenhagen 1 May 2017 to 28 February 2018

Reporting to: Market Research Specialist, Markets, Financing and Strategic Data, Director's Office, UNICEF Supply Division

 

BACKGROUND:

In 2015, Gavi, the Vaccine Alliance, approved its 2016-2020 strategy to support countries in improving their immunization supply chains. The strategy includes five areas: human resources, improvement planning, data for management, cold chain equipment and system redesign. Gavi undertakes a number of measures to support the implementation of the 2016-2020 strategy including providing country grants, programme funding and funding under the Partners' Engagement Framework (PEF). The PEF includes targeted country assistance and, under this engagement, UNICEF supports countries in their efforts to improve data use throughout the immunization supply chain with the objectives of measuring supply chain performance and enabling countries to oversee and manage key aspects of their immunisation supply chain via data.

Data for Management efforts are focused on improving the availability, understanding and use of supply chain data at all levels of the supply chain for decision making and performance measurement. This often requires updates to data collection tools and establishment of standard procedures for collection and use of data. Another important aspect is the visualization of supply chain data to encourage and ease the use of the data by government employees in the MoH. Parallel to establishing a data-driven decision-making culture, some countries are interested in transitioning to using an electronic logistics management information system. UNICEF supports and accompanies countries through all these processes.

 

PURPOSE OF THE CONSULTANCY:

The Data for Management Consultant will be based at UNICEF Supply Division for most of the length of the consultancy and will support the development of UNICEF's inputs to generating and using data for supply chain management, as well as monitoring and measuring the immunization supply chain. This will be done by (i) utilizing the available technical guidance pieces on supply chain data to produce written pieces with the purposes of advocacy, knowledge sharing and communication of progress and country case studies; (ii) coordinating the implementation of dashboards and indicators for immunization supply chains in-country; (iii) maintaining existing guidance and developing additional guidance and learning materials.

 

DESCRIPTION OF THE ASSIGNMENT:

  1. Working with UNICEF regional and country offices, support the provision of technical assistance to country governments to increase their use of data for the management of the immunization supply chain, implement country-level dashboards and indicators for immunization supply chains, and/or improve their logistics management information systems (LMIS) for immunization supplies. This work includes:
  • Support countries identify the specific activities required to reach their goals and objectives for data for management improvements
  • Provide direct support and/or manage technical assistance

 

  1. Support the Effective Vaccine Management (EVM) assessment tool update process, including testing as relevant, to help ensure data for management is represented and potentially included in country improvement plans.
  2. Support the planning and coordination of an industry meeting for the market of electronic LMIS. The meeting will provide information to industry on the expected requirements from country governments in this area and has the objective of increasing the base of suppliers for electronic LMIS.
  3. Develop relevant communication material and standard tools for advocacy of data for management and support to partners on the implementation strategy in countries:
  • Generate briefs, presentations and country study cases in order to create awareness of and increase alignment to the strategy objectives and priorities
  • Develop or support development of standard tools (reporting templates, standard operating procedures, etc.) to be used at country level for the immunization supply chain data collection, monitoring and use 
  1. Maintain the TechNet-21 iSC strengthening website, and particularly ensure the Data for Management pages, (http://www.technet-21.org/iscstrengthening/index.php/en) are continuously updated with relevant material (e.g. tools, guidance, country study cases)
  2. Perform other ad hoc communication pieces and coordination in related areas as required.

 

KEY DELIVERABLES:

  • Countries identified to be supported are contacted, areas of focus are identified and support is provided throughout in a satisfactory manner, resulting in agreed to activities being successfully implemented.
  • The industry meeting is held in the agreed to format and dates and feedback from attendees and partners is satisfactory.
  • The TechNet-21 iSC strengthening website is kept up-to-date.
  • The EVM assessment tool is tested once upgraded and according to plan.
  • An agreed to number of countries include data for management elements in their improvement plans.
  • Communication and advocacy materials are developed satisfactorily and as per agreement with supervisor.

 

QUALIFICATION REQUIREMENTS:

Education: A completed Advanced University Degree (Master's Degree), preferably in Business/Public Administration, Supply Chain, Pharmacy, Public Health, Development Management, Journalism, Communication. Alternatively, a completed undergraduate university degree combined with seven years of relevant work experience will be considered in lieu of a master's degree if the candidate can demonstrate high level of experience working in either fields of monitoring, supply chain, development, communication plus strong history of engagement with stakeholders.

 

Work Experience and technical knowledge:

  • Minimum of five years of progressively responsible experience in private or public sector on the areas of supply chain analysis, monitoring, performance management or statistics is required; including field experience. Headquarter experience is considered an asset.
  • Demonstrated familiarity with the work of UNICEF, the UN and/or with health, immunization, supply chains, management information systems, health/supply chain data use is an asset
  • Demonstrated ability to produce high quality results in a timely manner.
  • Responsive to client requirements and feedback. 

Languages: Strong communication skills (written and oral fluency) in English are essential and required. Fluency in French is an asset.

Payment will be monthly upon acceptable performance. No other remunerations apply. As a general principle, the fees payable to a consultant or individual contractor follow the "best value for money" principle, i.e., achieving the desired outcome at the lowest possible fee. International travel is expected and will be covered by UNICEF according to UNICEF's rules and regulations.
