UNICEF South Sudan is seeking qualified and experienced individuals to apply for the Telecommunications Assistant, GS-5 Level Fixed Term post based in Juba, South Sudan. The candidate will report to the ICT Specialist, and will maintain and operate all Telecom infrastructure in Juba and all Field Offices, participate in the design and solve all Telecommunication issues from both Country and Field Offices and help on IT Support.

Purpose of the Position

 Under close supervision and technical guidance of ICT Specialist, Maintain and operate all Telecom infrastructure in Juba and all Field Offices, participate in the design and solve all Telecommunication issues from both Country and Field Offices and help on IT Support.

 Key Accountabilities and Duties & Tasks

  •  Assist in voice telecommunications services.
  • Assist in overall planning, installation, maintenance and evaluation of telecommunications services in the head office and zone offices.
  • Operation, programming and maintenance of PABXs, phones, modems, and satellite phones.
  • Configuration of PABX user accounts and maintenance of the telephone billing systems.
  • Users are notified of personal calls made and bills are generated by systems
  • Assist in HF/VHF radio communication infrastructure systems operations.
  • Ensure all radio infrastructure equipment are fully supported and maintained for use.
  • Assist in the installation, configuration and maintenance of HF and VHF radios (mobile, base and hand-held systems) including trouble-shooting.
  • Upgrading of telecommunications hardware and software, as required by ICT guidelines and standards.
  • Assist in radio training courses for staff as required
  • Assist in satellite communication services, operations and maintenance.
  • Maintain an inventory and log of PINs and PUKs for all portable satellite communications devices.
  • Install and configure satellite phones.
  • Assist in providing user training in the operation of satellite phones.
  • Assist in VSAT operation and maintenance.
  • Assist in LAN cabling infrastructure maintenance including:
  • CAT5E/CAT6 structured LAN cabling backbone for voice and data in the head office and zone offices.
  • Ensure all ports are fully functional for voice or data services.
  • Assist in the extension of existing infrastructure including trouble-shooting.
  • Any other duties as specified by the supervisor.

Qualifications of Successful Candidate

  • Completion of Secondary School Education.
  • Certificate/Diploma in IT/data, radio and telecommunications, training in network cabling is an advantage.
  • Five years progressive work experience in cabling for voice and data networks, PABX installation, maintenance and support, and practical experience in the installation, maintenance and support of HF/VHF radio and portable satellite communication systems., as below:
  • Theoretical foundations with practical applications of radio communications, wireless equipment, satellite communication systems, telecommunications software, and LAN infrastructure fundamentals.
  • Specialized training in VHF/HF radio communication equipment, systems, and usage.
  • Specialized training in LAN and voice network cabling with full knowledge on UTP cabling, and interfacing with PABX, Experience in trouble shooting voice/data networks.
  • Training in data communications with focus on TCP/IP and Voice over IP (VoIP).
  • Specialized training in operation and management of PABX systems, related peripherals, and PABX management software, Certification an asset.
  • Training and practical experience in the installation of satellite phones, VHF/HF mobile and base stations, antenna and other related equipment and peripherals.
