Purpose of the Position

The Emergency Specialist (Peace building/Adaptive Programming) will be responsible for providing technical leadership and coherence for the Ukraine Country Office (CO) and other concerned COs in the area of peacebuilding, conflict sensitivity and conflict analysis. The incumbent will execute her/his duties in close coordination with an established network of Country Offices, the Regional Advisors and HATIS PD New York.  This will be advance the context of UNICEF programs with host governments as prescribed in CPDs and CPAPs (or UNDAF where CPAPs are not prepared).  This will also be reflected in inter-agency collaboration, UN joint work-plans and CO AWPs.  This initiative will be reinforced through the Compact arrangement to be finalized with COs, RO and HQs. The RMT will be kept appraised of progress of the assignment.

Key Expected Results

 

1. Technical support to Ukraine CO in roll-out planning for conflict sensitive programming in Eastern Ukraine, in particular advancing the SCORE methodology applications to  UNICEF programming

2. Technical support and facilitated consultations on the evolving dynamics of UNICEF programming in non-recognized entities, especially for Ukraine and Georgia.

3. Development of a regional PB/CSP work plan for 2017 entailing multi-country support expected to entail the following:

• Review the key lessons learned in Moldova, BiH, Tajikistan and Kyrgyzstan, Ukraine and Kosovo (UNSCR 1244) and develop a narrative on UNICEF's regional 'niche' regarding peace building – including what has worked and what has not worked well and how we can measure attribution/links with impact.

• Organize and support a regional peace-building training exercise for the countries with NREs (Azerbaijan, Armenia, Georgia, Ukraine and Moldova) and possibly other interested countries. Linked to this, development of a CSPB roadmap/ strategy, which will involve taking stock of the NRE contexts in the region


• Undertake specific one or two support missions for the ongoing cross-border/peacebuilding programmes in Tajikistan/Kyrgyzstan and consider possible relevance to other cross-border contexts in the region, i.e. Armenia/Azerbaijan.

• Support a review of the various regional conflict sensitivity analysis and scenarios;


• Consult with the RKLA 10 (Youth and Adolescent Development) in support of optimal evidence based approaches relative to conflict risk;

4. Draft reports, updates, and briefing notes as necessary.

5. Carry out other related duties as required

 

Qualifications of Successful Candidate

Education

  • Advanced university degree in social sciences, international development, conflict studies, public policy or other related field.*

*A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.

Work Experience

  • A minim  8 years of relevant work experience at national and international levels in social development, management, programme design and management.
  • Substantial multi-country field experience in peace-building, conflict prevention and conflict sensitivity.
  • Familiarity with development programming, ideally in the CEECIS region, including formulation and design, work planning, monitoring and evaluation – UNICEF experience is a significant advantage.

 

Language

Fluency in English and Russian is required
