The Division of Public Partnerships (PPD) works to strengthen UNICEF's position as a partner of choice for children's rights among governments and public actors around the world. The division is doing this by positioning children’s rights in the intergovernmental and multilateral fora and engaging with governments and public institutions (including IFIs) as resource, policy and programme partners. A key premise for PPD is that the engagement with countries should be holistic based on multiple aspects of partnerships, including policy advocacy and resource mobilization. The Public Partnerships Manager would manage the overall external relations and partnership portfolio of an assigned group of countries or region as well as thematic issues that are relevant to the portfolio.

Job organizational context

Position is out-posted in Dubai or Abu Dhabi (to be confirmed) and will be reporting to the Gulf Area Office (GAO) Representative, with a secondary reporting line to the Deputy Director of PPD who will take part in performance planning and appraisal. Close technical liaison with PPD.

Purpose of the Position

The division is doing this by positioning children's rights in the intergovernmental and multilateral fora and engaging with governments and public institutions (including IFIs) as resource, policy and programme partners. A key premise for PPD is that the engagement with countries should be holistic based on multiple aspects of partnerships, including policy advocacy and resource mobilization.

Under the supervision and direction of the GAO Representative, the Public Partnerships Specialist will undertake resource mobilization efforts with a special focus on reinforced strategic field support to UNICEF Regional and Country Offices to enhance local donor engagements with the Government of Saudi Arabia and its bilateral aid agencies.


Key Functions, Accountabilites and Related Duties/Tasks

  1. Partnership Development and Implementation

    Develop partnership ideas, strategies, and work plans for assigned governments/region in coordination with different HQs Divisions, Regional and Country Offices, PPD Director and/or senior management; Identify and design new and innovative partnerships – possibly multi-stakeholder ones - with selected member states in consultation with PFP, Country Offices, Regional Office, and National Committees.

    Implement and manage plans and activities with the objective of increasing core and quality resources from the assigned group of governments/region; identify all possible sources of new and continued funding; monitor and evaluate existing fundraising channels to ensure achievement of UNICEF resource mobilization goals to meet the objectives and financial targets of the Strategic Plan.

  2.  Area/Country Programme Monitoring and Current Situation Analysis

  • Monitor, analyze and report on perspectives on the global development agenda as it is expressed in the multilateral arena, and track trends and directions which directly or indirectly affect children, with special attention to assigned governments/region; Advise senior management of developments and trends and report back to relevant UNICEF senior staff on meetings attended, with advice on and recommendations regarding  follow-up activities, with  due consideration to the views of Member States.

  • Prepare comprehensive and substantive analyses, briefs, notes, statistics, and other information requirements for senior management's meetings with minister level counterparts, senior Member State officials, parliamentarians, or heads of major institutions.


    3. Partnership Building /Sustainability and Collaboration

  • Facilitate and maintain contacts with ministries and departments of assigned Gulf countries; to promote, advocate, mobilize and influence cooperation with UNICEF and the attainment of UNICEF's goals and objectives for children.
  • Arrange and/or attend relevant meetings on assigned countries to present,  represent, and promote UNICEF's goals, positions, and resource requirements.
     

Qualifications of Successful Candidates

An advanced university degree in social sciences, including but not limited to political science, economics, international relations, development studies, legal studies.  A first level university degree in combination with two (2) years additional qualifying relevant experience may be accepted in lieu of the advanced university degree. 


Minimum eight (8) years of progressively responsible professional work experience at national and international levels in the areas of social and economic development and cooperation, preferably in the area of managing external relations, fundraising and partnerships in an international organization. Knowledge of the Middle East and/or experience working in the Middle East an asset.

Fluency in English and Arabic is required. Working knowledge of another UN language (preferably French or Spanish) is highly desirable.
