Org. Setting and Reporting

This position is located in the Contracts Management Unit of the United Nations Multidimensional Integrated Stabilization Mission in Mali (MINUSMA). The Contracts Management Assistant will be based in Bamako and reports to Contracts Management Officer.

Responsibilities

Within delegated authority, the Contracts Management Assistant FS-5 will be responsible for the following duties:

• Support the work of the Contracts Management Unit (CMU) to ensure the effective implementation of supply and service contracts, with an aim to achieve probity and proper performance of obligations by all parties to such contracts;
• Monitor implementation of the CMU's work program, Standard Operating Procedures (SOPs), policy initiatives and projects;
• Compile data and monitor the implementation of quality assurance surveillance plan;
• Monitor and analyze information on contract performance to ensure compliance with contract terms, milestones, schedules, deliverables and cost objectives;
• Gather and analyze input for preparing audit responses related to the Unit;
• Maintain CMU electronic and hardcopy files and records, complete accounting and reporting requirements to ensure proper audit trail of the contract compliance and performance management role;
• Compile information and data as required for budget preparation and prepare the first draft;
• Assist with implementing contract close out procedures including compiling data for contractor assessment;
• Continuously liaise with Self Accounting Unit/Cost centers in order to proactively anticipate, monitor and alert the CMU to potential conflicts and performance issues with vendors such as of variation, extension of time, enforcement of warranties securities, disputes, poor performance or non-compliance with contractual obligations;
• Propose to CMU solutions to minor contract interpretation and implementation issues;
• Produce analytic tables on contracts through UMOJA BI for improved contract follow-up: Follow up on Contracts Expirations and Note to Exceed Amount (NTE);
• Review the Unit’s routine drafting e.g. faxes, memos, LCC presentations, SOWs and contract amendments;
• Perform other related work as required.

Education

High school or equivalent diploma is required. Technical or vocational certificate in contract law, quality management, and/or logistics management is desirable. First level degree in Business Administration or contract/procurement management or supply management is an advantage.

Work Experience

A minimum of eight years of progressively responsible experience in contract/quality administration is required. Relevant experience with regards to Procurement or supply management, especially in an international peacekeeping environment or relief operations is essential. Extensive knowledge of the UN rules, regulations and working practices pertaining to field missions is an advantage.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English is required. Working knowledge of French is desirable.
