Under the direct supervision of the Programme Specialist Horizontal South South Cooperation, within the overall oversight of the Chief of Social Policy and Monitoring & Evaluation the incumbent of this post will provide professional technical assistance and support for programme design, planning and implementation; technical dialogue with the Government for Horizontal Cooperation programme development with focus on Child Rights and Equity within the Government’s Horizontal Cooperation agenda; management and evaluation of programme activities; data analysis and progress reporting; as well as identification, documentation and dissemination of lessons learned and good practices, in close collaboration with other sections as relevant, especially the Monitoring and Evaluation section – fostering horizontal, mutual and results-based learning processes between countries, with focus on Child Rights and Equity.

Purpose of the Position

The increasing engagement of the Federal Government of Brazil in Horizontal South-South Cooperation (herein forth "Horizontal Cooperation") as well as increasing interest of other UNICEF programme countries to learn from and cooperate with Brazil imply important opportunities for UNICEF in Brazil to ensure that children are placed at the core of the Horizontal Cooperation agenda. UNICEF has a key role as broker for international networking as well as facilitating bilateral and multilateral dialogues and sharing of good practices, knowledge and technical expertise, promoting human rights based approach to development. To effectively place children's issues within Brazil's Horizontal Cooperation agenda UNICEF works closely with the Brazilian Government, focusing on three streams of activity: policy development and advocacy; triangular programmes; and knowledge curation.

Key Accountabilities and Duties & Tasks

1. Knowledge Management for Horizontal/SS Cooperation Programmes

- Support knowledge management through providing professional assistance in data collection and analysis, complete and accurate reporting as well as participation in the Knowledge Networks.

- Participate in information exchange with partners as well as in the development of training and orientation material by providing professional technical assistance. Participate in the preparation of, and making professional contribution to, the preparation of programme reports required for the management.

- Collaborate closely with Monitoring and Evaluation team on national and regional level to keep abreast of new data and development trends within the country and to identify successful experiences that could serve as learning opportunities for other countries.

2. Horizontal SS Cooperation Programme Development and Management

- Provide professional technical assistance in the preparation and development of strategic plans of action for Horizontal Cooperation programme development and management by analyzing data as well as national and global trends and by providing technical inputs to internal policy papers and other strategic documents.

- Contribute to the identification of critical intervention points and strategic opportunities for UNICEF engagement in Horizontal Cooperation, by supporting analysis of country level socio-political-economic trends and their implications for on-going and potential future Horizontal Cooperation programmes and projects.

- Draft or prepare programme work plans as required. Propose adjustments/changes in work plans.

- Propose programme recommendations for inclusion in formal programme documentation, and new approaches, methods and practices for supervisor.

3. Optimum Use Of Program Funds

- Support the Horizontal SSCooperation Specialist to monitor programme implementation progress and compliance

- Monitor the allocation and disbursement of programme funds, making sure that funds are properly coordinated, monitored and liquidated.

- Take appropriate recommendations or actions to optimize use of programme funds.

4. Programme Monitoring and Evaluations

- Undertake field visits (if/when required) and accompany study tours from other countries to monitor and assess programme implementation and provides recommendations on required corrective actions.

- Follow up with UNICEF offices of other countries and regions (on all levels of the organization) to monitor and promote impact and results of study visits from other countries to Brazil.

- Collaborate with partners to carry out a rigorous and transparent approach to monitoring and evaluation of Horizontal Cooperation programmes and participates in the major evaluation exercises in consultation with relevant colleagues from programme, management and monitoring & evaluation to improve efficiency and quality of programme delivery.

- Participate in annual sector review meetings with government counterparts.

- Collaborate and prepare annual programme status reports in a timely manner, as required.

5. Rights-Based and Results-Based Programme Management Approach

- Support rights-based programmes approach in the formulation of programme goals and objectives and development of strategies and implementation frameworks for Horizontal Cooperation programmes and initiatives.

- Collaborate with partners and assist in the strengthening of quality of child rights-based Horizontal Cooperation programmes and initiatives, consistent and effective planning, design, implementation, monitoring and/or evaluation of Horizontal Cooperation programmes and initiatives.

- Contribute to coherence, synergy and added value to the programming planning and design processes using a results-based management approach to programme planning and design.

- Provide professional technical assistance in preparing viable recommendations on programme implementation, alternative approaches, and optimal utilization of resources that contribute effectively to the fulfilment of the rights of children and women, and recommendations on programme, new initiatives and management issues to ensure achievement of stated objectives.

6. Horizontal Capacity Building/Sustainability

- Provide government authorities with technical assistance and support in planning and organizing training programmes for the purpose of capacity building across countries and programme sustainability of Horizontal Cooperation initiatives.

- Analyze demands from other countries, identifies relevant Brazilian counterparts and facilitates inter-country dialogues.

- Provide continuous support for coordination, collaboration and follow up of study visits.

7. Rights Perspective and Advocacy

- Contribute to the analysis of programme related issues and policies from a children's and women's rights perspective and supports advocacy efforts with Government at Federal, State and Municipal levels to promote integration of Child Rights and Equity in on-going and future Horizontal Cooperation initiatives.

8. Partnership, Coordination and Collaboration.

- Facilitate and contribute to the establishment and strengthening of partnership and collaboration with internal and external counterparts, including those of the UN, Government, bilateral and multilateral donors, NGOs, civil society and the private sector, in order to improve the ability to collect and disseminate lessons learned and good practices, exchange information on programme/project status and implementation and current trends and directions within relevant global, regional and national development agendas.

- Identify other critical partners and actively facilitates effective collaboration within the UN family.

- Support liaison with Regional and Global Knowledge Networks to ensure the availability of current and accurate data and information related to Horizontal Cooperation and other relevant issues.

- Collaborate with the Operations Section to maintain sound internal controls, supportive of programming endeavors and to coordinate financial and supply management requirements and accountability.

- Provide professional support in provision of technical advice, negotiation, advocacy and promotion of goals and objectives, leading to agreement on practicable and priority actions to be supported by UNICEF programme.

- Provide professional technical assistance in preparing fundraising proposals and donor reports.

Qualifications of Successful Candidate

Education

• First level university degree (Bachelor or equivalent) in Social Sciences, International Relations, Government, Public Administration, Public Policy, Social Policy, Social Development, Community Development, or other relevant disciplines is required.

Experience

• A minimum of two (2) years of relevant professional work experience in the area of strategic planning, horizontal/south-south cooperation and programme management is required.

• Additional years of professional and relevant professional experience in the above mentioned fields is considered an asset.

Language

• Fluency in Portuguese and English is required. Knowledge of an additional UN Language (Arabic, Chinese, Russian, Spanish) is considered an asset.
