The purpose of this consultancy is to assist UNICEF in drafting the Report of the Secretary-General on the Girl Child and conducting some research on the issue of child headed households. The report will be drafted by the consultant under the overall supervision of the Gender Section, incorporating inputs received from Member States, UN agencies (including from different sections within UNICEF), and NGOs. There will be several stages of internal clearance of the report, following which revisions will need to be made to the report as per comments received.

BACKGROUND & RATIONALE

The UN General Assembly resolution 68/146 requests the Secretary-General to submit a report to the General Assembly at its seventy-second session on the implementation of the present resolution, including a status analysis on improvements in the social, economic and political investments made by Member States towards fulfilling the right to education for the girl child. This report has to be produced using information provided by Member States, the organizations and bodies of the United Nations system and non-governmental organizations, with a view to assessing the impact of the present resolution on the well-being of the girl child. It also requests the Secretary-General to include in that report information on the implementation of the provisions of resolution 68/146 relating to the priority theme of child-headed households and a status update on the situation and prevalence of child-headed households globally and the implementation of the resolution relating to WASH and girls. 

UNICEF is the lead agency tasked with drafting and compiling the report. The report is to be prepared based on inputs from Member States, UN agencies, departments, funds and programmes and NGOs.

 

PURPOSE

The purpose of this consultancy is to assist UNICEF in drafting the Report of the Secretary-General on the Girl Child and conducting some research on the issue of child headed households. The report will be drafted by the consultant under the overall supervision of the Gender Section, incorporating inputs received from Member States, UN agencies (including from different sections within UNICEF), and NGOs. There will be several stages of internal clearance of the report, following which revisions will need to be made to the report as per comments received.

EXPECTED RESULTS: (MEASURABLE RESULTS) 

  1. Draft SG report on the girl child based on inputs received from Member States, UN agencies (including UNICEF) and NGOs
  2. Assess the progress on the implementation of the 2015 resolution on WASH and girls based on internal and external inputs and relevant secondary research and in close collaboration with WASH Section
  3. Assess the progress on the implementation of the 2013 resolution on girls living in child headed households around a set number of parameters and based on internal and external inputs and relevant secondary research and in close collaboration with relevant PD Sections
  4. Revise and finalize the draft report based on the review and clearance process
  5. Draft the OED briefing note with a statement and a Q&A 

MANAGEMENT

The consultant will be managed by the HQ Gender Section, reporting to the, and working in close collaboration with the whole team.

 DUTY STATION: The consultant can work remotely with regular communication including meetings via email, phone and/or Skype or face to face with the Gender Section.

KEY COMPETENCES, TECHNICAL BACKGROUND, AND EXPERIENCE REQUIRED: 

  • Advanced university degree (Master's or higher) in the social sciences, international development, journalism, communications, public policy, or other relevant areas;
  • A minimum of 8 years of relevant experience and expertise in the international development field, including with a UN agency; expertise and/or knowledge in relation to the main theme of the report which is girls education;
  • Understanding of gender equality and gender issues in international development (including current research);
  • Excellent writing skills with experience writing technical UN documents
  • Excellent analytical skills (of publication standard), especially in synthesizing complex information for multiple audiences; writing experience on gender issues desirable;
  • Excellent communication skills, including the ability to work across different units and synthesize a range of different inputs and information
  • Fluency in English required; Knowledge of French or Spanish is also desired
