Purpose of the Assignment:

The main purpose of this consultancy is to create a dynamically improved database system using Tableau software for collection and monitoring of HIV and Malaria indicators currently being performed using an Excel spreadsheet.

The solutions will be Interoperable and will enable users to blend data from DHIS2 and other Data sources.

 Assignment Tasks:

This assignment is to create database system using Tableau software based on the concepts and features of the current data collection for the Global Fund malaria and HIV projects to be able to create dashboard with key indicators. In the specific, to:

  • Provide a detailed requirements analysis;
  • Clean and convert the historical data for HIV and malaria in the database/Tableau software;
  • Produce a user manual (including maintenance and data recovery);
  • Train of relevant UNICEF staff;
  • Create a Dashboard with agreed indicators with both historical and new data for both HIV and malaria (the Dashboard should have free administrative rights);
  • Submit Project completion report.

Methodology and technical approach:

1. Requirement analysis

 

Based on requirements analysis and discussion with the team, the consultant will prepare a detailed inception report including workplan with timelines.

2. Entering 'legacy data'

 

The consultant will manage, process and cleanse data from HIV and malaria unit for Tableau visualization. HIV data: from 2010 (7 years) x 4 reports/year x 8 indicators x average of 35 health facilities: about 7,840 excel files.   Malaria data: from 2014 (3 years) x 8 indicators x 12 reports (monthly) x 15 regions (from HIMS) + LLMIS data from reports (10 excel files x 3 years): about 4,350

3. Training

 

The consultant will conduct training on best-practice data management, analysis and visualization for UNICEF staff. Organizing and supporting efforts to scale up Tableau adaptation within UNICEF Somalia and build in-house capacity to improve data analytics and visualization on Tableau.

4. Creation of a dashboard  

 

Create complex actions which will dynamically refresh various HIV and malaria worksheet in the dashboards. The set of indicators to be defined at beginning of consultancy. The Dashboard should have free administrative rights.

5. Documentation

 

User Manuals and any other documentation of the assignment have to be completed and handed over to UNICEF.

General Conditions: Procedures and Logistics:

The consultancy will not include other benefits other than the one stated in the contract. The consultant has right to stay in UNICEF property and to have access to UNICEF transport. However, the consultant should provide his/her materials e.g laptop.

Under the consultancy agreements, a month is defined as 21 working days, and fees are prorated accordingly. Consultants are not paid for weekends or public holidays. Consultants are not entitled to payment of overtime. All remuneration must be within the contract agreement.

No contract may commence unless the contract is signed by both UNICEF and the consultant.

Consultants will not have supervisory responsibilities or authority on UNICEF budget.

Exit and penalty provision:

The organization and UNICEF may agree to reschedule deadlines if unforeseen circumstances arise. In the event that such rescheduling has not been agreed in advance by exchange of letters, and submission of scheduled drafts should not occur within the deadlines indicated within these ToR and the implementation framework, a fine of two percent of the total value of the contract may be deducted. In the event UNICEF are unhappy with the work produced by the organization, they may opt to terminate the contract or mutually agreeable terms. Likewise, if the organization is unhappy with new conditions given by its client it may opt to withdraw on mutually agreeable terms.

Skills and Experience:

  • A minimum of 5 years of proven experience with Tableau.
  • Additional experience in data visualization using products such as D3.js, Qlik, MS Power BI, Pentaho, MicroStrategy is also highly valued.
  • Strong knowledge of capabilities, functionality, and behaviors of BI reporting tools such as Tableau Software.
  • Strong analytical skills; ability to analyze raw data, draw conclusions, and understand how best to visualize
  • Demonstrated experience in Map presentation, SQL scripting, data cubes.
  • Excellent enterprise and application level data profiling, architecture, modeling, and analysis skills.
  • Knowledge of ETL (Extract, Transform, Load) principles and a history of executing ETL plans as they relate to data discovery tools.
  • Excellent analytical and problem solving skills.
  • Demonstrated commitment to providing client focused BI and visualization services.
  • Experience working in a fast-paced environment managing and meeting multiple deadlines and priorities.

Desirable:

  • Tableau Certification is preferred.
  • Understanding/experience of the consultant in processing related data (HIV and malaria).
