Background on WFP’s Cash Based Transfer (CBT) assistance in Iraq:

WFP supports over 360,000 vulnerable Iraqi IDPs with lifesaving assistance through cash-based transfers (CBT) on a monthly basis. In its CBT response to IDPs, WFP works with Cooperating Partners in the Kurdistan Region of Iraq and in Salah al-Din, as well as one Financial Service Provider for Mobile Money Transfer

Beneficiaries either receive unrestricted cash (in urban areas) or e-vouchers (in rural areas). For both modalities, entitlements are distributed and tracked through SCOPE cards, WFP’s in-house database and transfer mechanism.

Since August 2016, WFP has been scaling-up its CBT assistance, marking a gradual shift from food aid to food assistance. In 2017, WFP plans to expand its cash intervention in Iraq through a targeted approach and Multi wallet cash.

Objective of the position:

Under the supervision of the head of program, the post holder is expected to lead and manage the cash based transfer (CBT) unit. The position is based in Baghdad with frequent travel within the country.

Detailed duties:

  • Strategy

    • Advise the Country Office management on expansion of program and recommend ways to improve the use of cash-based transfers in WFP’s operations in Iraq

    • Adjust operational planning based on contextual changes as well as inputs from the field

  • Implementation

    • Ensure quality and timely provision of assistance to beneficiaries

    • Selection of Cooperating Partners, financial service providers and negotiation of Field Level Agreements

    • Guarantee minimum accountability standards are in place

    • Develop, update and ensure standard operational procedures (SOP) aligned with corporate manuals and guidelines and maintain strong internal coordination with other key units

  • Innovation

    • Suggest innovative ways and projects to provide cash assistance to improve service delivery

    • Supervise lessons learned initiatives and experience documentation

    • Propose recommendations built on experience and piloted initiatives

  • Coordination

    • Represent WFP in cash working group

    • Maintain close contact with key partners and advise on opportunities for strategic collaborations

    • Coordinate closely with other UN agencies and donors

  • Transfer Knowledge

  • Build capacity of local staff including WFP and corporate partner

  • Lead motivate and develop a team of staff to enable high performance.

  • Perform any other duties as assigned.



Minimum 5 years of experience in the implementation of Projects out of which 2 years working experience in Cash based projects.


Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.


International Professional: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese.
