WASH Consultant (Individual International Consultancy Contract) LCO, based in Tunis,Tunisia

UNICEF Libya is looking for an individual consultant who will be responsible for the support, development, planning, implementation, monitoring and evaluation of UNICEF’s emergency response in WASH activities, and ensuring that the coordination and results are related to safeguarding and improving public health of the affected population. 1.       BACKGROUND AND JUSTIFICATION

According to the 2017 Libya Humanitarian Response Plan (HRP), an estimated 500,000 people in Libya lack adequate access to safe drinking water, hygiene and sanitation, creating serious health risks from exposure to water borne illnesses, nutrition problems and hygiene and sanitation related diseases for the vulnerable children and their families. WASH emergency response in Libya evolves around three strategic objectives (a) provision of sufficient safe water and basic sanitation; (b) provision of sufficient basic and lifesaving hygiene items to the vulnerable people; (c) children access safe drinking water, sanitation, and hygiene facilities in their learning environments

Due to a growing need for Water, Sanitation and Hygiene (WASH), UNICEF activated the sector by establishing the WASH Working Group to coordinate WASH response for Libya. UNICEF, through its implementing partners, has conducted WASH assessments in different parts of the country. The findings of the assessment along with the outcomes of the discussion with municipalities revealed considerable water and sanitation needs among the affected people. UNICEF is providing humanitarian WASH response to the conflict affected population including IDPs, vulnerable host communities, refugees and migrants, through national and International NGOs as well as direct implementation in partnership with municipalities.

In the context of the complex situation faced by Libya in recent years, UNICEF has successfully mobilized extra resources for WASH interventions, necessitating a WASH consultant for support to the Libya country office.

The consultant will be responsible for the support, development, planning, implementation, monitoring and evaluation of UNICEF's emergency response in WASH activities, and ensuring that the coordination and results are related to safeguarding and improving public health of the affected population by insuring access to safe drinking water, excreta matter disposal and promoting safe hygiene practices including appropriate use and maintenance of WASH facilities and services. The consultant will ensure overall efficiency, effectiveness and delivery of results in accordance with UNICEF's Core Commitment for Children in Emergencies (CCC) and national and international humanitarian standards.

The consultant is expected to support the management in the implementation of the proposed WASH projects and activities, utilizing a partnership based approach and through the efficient and effective utilization of internal resources. The consultancy is also to provide technical and managerial support remotely   for effective and efficient management and implementation of UNICEF WASH sectoral programmatic and coordination activities.

1.       SCOPE AND RESULTS OF WORK

Under the strategic guidance of the UNICEF Special Representative and under the direct supervision of the WASH specialist and in close coordination with other sections as appropriate, the consultant will undertake the following tasks:

 
  1. Under the framework of the national WASH coordination platform/ sectoral cluster, in conjunction with other WASH stakeholders and on behalf of UNICEF, lead and support the overall analysis of sectoral needs and priorities and the definition of strategies and standards to ensure the delivery of safe WASH services to affected population, in accordance with national and international humanitarian standards;
  2. Support the definition of UNICEF's response in the WASH sector (strategies, outcomes, target population) as per agreed standards and CCC's benchmarks;
  3. In coordination with other UNICEF's relevant sections and divisions, and implementing partners, develop strategies, plans and capacities to reach target population with culturally appropriate and gender sensitive interventions;
  4. Incorporate Early Recovery and Disaster Risk informed approaches as an integrated component of UNICEF's response in the WASH sector.
  5. Based on the identified needs and priorities and the local context, identify suitable ways for community engagement and, as appropriate, for participation in planning, construction, operation and maintenance of WASH facilities and services.
  6. Collaborate with the design and effective implementation of a monitoring plan to follow up the implementation of UNICEF's response in the WASH sector, incorporating required changes into planned activities with special attention to specific needs of women, children and people with disabilities, as well as other cross-cutting areas.
  7. Contribute to WASH reporting in accordance with UNICEF's CCC and Humanitarian Performance Monitoring (HPM) criteria.
  8. Within UNICEF, collaborate with:
  • Programmes and Emergency Sections to ensure integration of UNICEF's response to the emergency, exploring opportunities for WASH to support and enhance the programmatic response in other sectors, including the provision of WASH services in schools and other child friendly spaces and institutions;
  • Operations and Supply Sections to establish and maintain sound internal controls to coordinate financial and supply management requirements and ensure accountability;
  • Communications and C4D sections to ensure developments of effective communication materials and strategies for advocacy, social mobilization and emergency program implementation for the WASH sectoral response.
  1. Ensure UNICEF's engagement and contribution into cross-sectoral assessments, analysis and evaluations of the emergency response.
  2. Follow up on the intervention and implementation of WASH Projects.
  3. Advice UNICEF and the sector partners on humanitarian WASH emergency preparedness and response to the most affected and/or vulnerable groups.
  4. Collaborate with government officials, UN agencies and NGOs at all stages of the WASH programme development, implementation, monitoring and evaluation.

  1. The consultant should deliver 6 summary reports prior to each payment, with payment being subject to the deliverables provided.

§  Providing timely weekly report to UNICEF and OCHA regarding WASH sector updates

§  Submitting monthly WASH sector reports to UNICEF and OCHA

§  Compiling, updating, and reporting WASH sector and UNICEF-funded WASH projects data using appropriate HPM and agreed tools.

§  Preparing and documenting at least one WASH PCA.

§  Conducting and reporting on a minimum of one partnership review meeting to follow on project implementation.

2nd payment (after four months of signing the contract)

 

15% of the consultancy fee

§  Organizing, leading and reporting on at least one WASH Sector coordination meeting

§  Attending at least four coordination meetings called by ISCG and other sectors

§  Providing timely weekly reports to UNICEF and OCHA regarding WASH sector updates

§  Submitting monthly WASH sector report to UNICEF and OCHA

§  Compiling, updating, and reporting on WASH sector and UNICEF-funded WASH projects data using appropriate and agreed upon tools

§  Preparing, conducting and reporting on two partnership review meetings to follow on project implementation.

§  Coordinating and providing adequate WASH information and preparation, development and reporting of Humanitarian Needs Overview (HNO)/ Humanitarian Response Plan (HRP)

3rd payment (after six months of signing the contract)

 

15% of the consultancy fee

 

§  Organizing, leading and reporting on at least one WASH Sector coordination meeting

§  Attending at least four coordination meetings called by ISCG and other sectors

§  Providing timely weekly reports to UNICEF and OCHA regarding WASH sector updates

§  Submitting monthly WASH sector reports to UNICEF and OCHA

§  Compiling, updating, and reporting on WASH sector and UNICEF-funded WASH projects data using appropriate and agreed upon tools

§  Coordinating and providing adequate WASH information and preparation, development and reporting of HNO/ HRP;

§  Develop WASH partnerships with CSOs as required;

§  Min. of two partnership review meetings to follow on project implementation are conducted and reported;

§  Submit progress report to UNICEF WASH Specialist and Deputy Representative

 

 

4th payment (after 8 months of signing the contract)

 

15% of the consultancy fee

 

§  Organizing, leading and reporting on at least one WASH Sector coordination meeting

§  Attending at least four coordination meetings called by ISCG and other clusters

§  Providing timely weekly reports to UNICEF and OCHA regarding WASH sector updates

§  Submitting monthly WASH sector report to UNICEF and OCHA

§  Compiling, updating, and reporting on WASH sector and UNICEF-funded WASH projects data using appropriate and agreed upon tools

§  Developing WASH partnerships with Civil Society Organizations (CSOs) as required

§  Conducting and reporting at least two partnership review meetings to follow on project implementation

§  Coordinating and providing adequate WASH information and preparation, development and reporting of WASH HNO/ HRP

Submitting progress report to UNICEF WASH Specialist and Deputy Representative

 

5th payment (after 10 months of signing the contract)

 

15% of the consultancy fee

 

Payment upon:

§  Organizing, leading and reporting on at least one WASH Sector coordination meetings

§  Conducting and reporting on at least two partnership review meetings to follow on project implementation

§  Attending at least four coordination meetings called by ISCG and other clusters

§  Providing timely weekly reports to UNICEF and OCHA regarding WASH sector updates

§  Submitting monthly WASH sector reports to UNICEF and OCHA

§  Compiling, updating, and reporting on WASH sector and UNICEF-funded WASH projects data using appropriate and agreed upon tools

§  Developing WASH partnerships with CSOs as required

§  Coordinating and providing adequate WASH information and preparation, development and reporting of WASH HNO/ HRP

§  Providing technical support and participating in multi-sectoral assessment initiatives in Tunis

Submitting progress report to UNICEF WASH Specialist and Deputy Representative

 

6th payment (at the end of the contract period)

 

25% of the consultancy fee

 

§  Organizing, leading and reporting on at least one WASH Sector coordination meeting

§  Attending at least four coordination meetings called by ISCG and other clusters;

§  Providing timely weekly reports to UNICEF and OCHA regarding WASH sector updates;

§  Submitting monthly WASH sector reports to UNICEF and OCHA;

§  Compiling, updating, and reporting on WASH sector and UNICEF-funded WASH projects data using appropriate and agreed upon tools;

§  Develop WASH partnerships with CSOs as required

§  Conducting and reporting on at least two partnership review meetings to follow on project implementation;

§  Providing technical support and participating in multi-sectoral assessment initiatives in Tunis

Submitting a final report to UNICEF WASH Specialist and Deputy Representative.

 

  1. QUALIFICATIONS AND COMPETENCIES

 

  • Advanced university degree Environment, Public Health, Civil Engineering, Mechanical Engineering, Geology, Hydrogeology, or Sanitation Engineering, or other related field,
  • A minimum of 5 years' experience with either international organizations ,UN or NGOs
  • Fluency in English (verbal and written). Knowledge of Arabic language is an advantage,
  • Familiarity with UNICEF and Inter-Agency Standing Committee coordination procedures and mechanisms,
  • Previous experience working with WASH in schools including construction and rehabilitation projects
  • Excellent knowledge of the humanitarian environment and remote programs,
  • Effective interpersonal and communications skills, especially the ability to work in a multicultural environment,

 

  1. MANAGEMENT, ORGANIZATION AND TIMEFRAME

 

  • The consultant will report to the UNICEF WASH Specialist.
  • This consultancy is office-based in Tunis, Tunisia and will be expected to work full time from the office.
  • The consultant is expected to support coordination and programmatic activities with balanced time for each.
  • The payments are subject to certification by UNICEF based on the satisfactory completion of deliverables highlighted above.
  • Contract duration: 11-months period; starting May 2017 untill March 2018.

8. UNICEF RECOURSE IN CASE OF UNSATISFACTORY PERFORMANCE

UNICEF reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if work or outputs are incomplete, or not delivered or for failure to meet deadlines. All materials developed will remain the copyright of UNICEF and UNICEF will be at liberty to adapt or modify them in future.

9. CONSULTANCY REMUNERATION

The qualified candidates are requested to submit a financial proposal together with the application for this consultancy.
