NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

The NRC Somalia Country Programme is part of the NRC Horn of Africa, Yemen, Uganda and South Sudan regional mission.Prioritized activities focus on shelter and infrastructure construction; water, hygiene and sanitation; emergency education including youth education; food security; protection and information, counselling and legal Assistance (ICLA).

The purpose of the Logistic Manager is to be responsible that the logistic set up is according to NRC standard and to support programme/project implementation and for providing overall management of logistical and administrational matters within NRC Somalia Country Programme.

The Logistics Manager reports to the Country Director.

Job description

Generic responsibilities:
Ensure that country set up comply with Logistical Handbook, NRC policies and donor requirements
Implement NRC’s logistics systems and procedures
Training and support of line managers and staff with logistical responsibilities
Ensure anti-corruption, transparency and cost efficiency focus in procedures and trainings
Establish filing systems/archives according to NRC standards in all offices
Initiate and maintain necessary leases, licenses and contracts with relevant authorities and suppliers
Provide regular analysis and reports
Implement NRC’s logistical and administrational systems and procedures at country level
Ensure that transport, vehicle and asset management, procurement and other logistical processes take place in compliance with Logistical Handbook and donor requirements
Training and development of logistics and administrational teams in all offices
Regular analysis and reports

Specific responsibilities:
Ensure proper accounting, reporting and internal control systems and maintenance of records
Lead logistics management and developing structures and staffing levels to ensure that at all time requirements are met in all offices
Responsible for agreements with suppliers and identify areas of improvement including pre-qualified suppliers
Responsible for regular market surveys in the country
Supervise and build capacity of the logistics team in the country
Provide monthly reports on all logistics activities
Assist the Logs coordinators at Area Offices to ensure that relevant procedures are in place and implemented for quality control (maintenance) of vehicles and advise on improvements and supervise the implementation for current database for transport and ensure implementation of database in offices
Ensure that vehicle case files, reporting and internal control systems are kept upto NRC standards
Ensure that NRC’s system for stores and warehouse management are in place for dispatching items within the office and to the field offices
Control and follow up on system for random check/inventory of stores
Monitor and supervise system for the use, maintenance and management of communication equipment (including satellite communication facilities, Internet, and other Items etc.)
Ensure ICT inventory system in place
Ensure that ICT policies are understood and followed by staff
Ensure that ICT systems are fully functional in the support of program activities
Assist the Admin department to ensure that all NRC properties and assets in those offices are managed properly
Lead in the management relations and agreements with travel agencies
Assist the Admin departments in maintaining the good systems and practices in the management of flights and accommodation
Support the Admin staff in high quality of managing the day today maintenance of offices and meeting places
Support in creating a healthy working environment
Manage meetings, and other public events at the country office

Qualifications

Generic professional competencies:
Minimum 3 years of experience from working as a senior Logistics Manager in a humanitarian/recovery context
Experience from working in complex and volatile contexts
Documented results related to the position’s responsibilities
Knowledge about own leadership skills/profile
Fluency in English, both written and verbal
Valid driver’s license

Context/ Specific skills, knowledge and experience:
Knowledge of the country context in Somalia and the wider Horn of Africa region
Knowledge of more than local Language
Planning skills, able to set priorities, prepare manageable work plans and to evaluate progress
Ability to plan for different sets of scenarios
Understanding of project management approaches
Able to take initiative and work with limited supervision according to agreed priorities
Active Team member and Team builder, able to increase efficiency through an open and cooperative liaison with relevant colleagues throughout NRC and partner Organizations
Good communication, interpersonal, analytical and negotiation skills
Political and cultural awareness and experience of working where insecurity is a major issue
Computer skills on windows based computer software, and modern accounting systems – database knowledge, wireless networking background knowledge helpful
