Background:

NRC is operating in Iraq since 2010 to respond to the needs of the most vulnerable people affected by on-going conflict in the region. It has its country office in Erbil, KR-I and has area offices in Baghdad, Dohuk, Erbil and Kirkuk. 

NRC national program strategy for 2016 takes a whole of Iraq approach focusing on CCCM, WASH, Shelter, Education, Emergency Cash modalities, housing and land property (HLP) and Information Counselling and Legal Assistance (ICLA). In 2016, NRC will continue to consolidate operations in the Kurdistan Region of Iraq (KR-I) by providing care and maintenance facilities in IDPs camps, strengthening the relevant government authorities and building systems more at community levels as opposed to household level for successful exit, while also considerably scaling up operations in the South-Central regions of Iraq (with focus on the Anbar and Baghdad Governorates). A further priority will be to reach populations in harder to access areas through working with implementing national partners, established community network contacts and UN-led Rapid Response Mechanisms (RRM). Target caseload will be people affected by displacement including IDPs in camps, IDPs outside of camps, host communities, returnees and refugees.

 

 Overview:

The purpose of this position is to manage and supervise the day to day implementation of the School Construction/Rehabilitation part of the education project. Education Coordinator- Construction will manage and direct all operations and supervise Education Assistants- Construction.This position will be reporting to Education Project Manager. Education Coordinator- Construction will manage and direct all operations and supervise Education Assistants. The position of Education Coordinator- Construction  is based in Erbil - Area Office.

 

Ideal Candidate Profile:

Bachelor or Higher degree in engineering and/or architecture/construction management or significant professional experience in engineering and construction site supervision and management . At least (5) years of experience in an international NGO preferably in an emergency or post-conflict setting.  Experience in working in School Construction  with an NGO, charity or similar organization. Previous experience in working as a Education Coordinator- Construction  (or Equivalent) in a humanitarian/recovery context. Knowledge of  spoken, written Kurdish, Arabic and English. Knowledge of humanitarian principles and code of conduct.

 

Key Job Tasks and Responsibilities:

  • Manage and implement delegated portfolio of School Construction/Rehabilitation projects (activities, budget, and project documentation) as delegated from PM in line with proposals, strategies and donor requirements, and ensure high technical quality
  • Provide regular progress reports to PM (AM and Specialist if no PM) and input into Donor reports as requested
  • Assist PM in the development of context specific School Construction/Rehabilitation technical guidelines, management tools and Standard Operating Procedures and ensure proper filing of documents in both hard and soft copies
  • Assist PM in the development of work plans for School Rehabilitation/Construction project activities and ensure that work plans are adhered to throughout implementation
  • Collaborate and coordinate with other NRC Core Competencies, external coordination mechanisms, relevant partners, local authorities and contractors
  • Upon the request of the PM/Specialist, participation in the strategic planning and drafting proposals of education construction and rehabilitation activities
  • Participation in tendering and bid analysis for contracts for service delivery and materials.
  • Ensure NRC and Contractor adherence to terms of contracts for School Construction/Rehabilitation works and report any deviation/issues to PM and Logistics Manager.
  • Verification of structural integrity assessments of schools buildings through site visits to each selected school before commencement of works.
  • Engagement with engineering office on any works which have structural implications for external certification of design specifications.
  • Management of relevant budgets directly related to engineering and infrastructure’s budgets.
  • Meet on a monthly basis to review budget versus actual expenditure for all projects and donors funding activities.
  • Directly responsible for the planning, implementation and monitoring of assigned activities in line with core competency strategy and country standards.
  • Preparation of periodic reports on the construction activities, including documentation of final hand over and closure of projects integrating sound M&E procedures in all aspects of the project.

  • Previous experience supervising teams
  • Documented experience in carrying out structural integrity assessments of buildings.
  • Knowledge of the context in host communities
  • Knowledge in managing budgets and monitoring expenditure, narrative reporting
  • Excellent assets, resource management skills and interpersonal skills;
  • Experience in administration of construction contracts and construction project management.
  • Strong computer skills (AutoCAD, MS Project, Excel, Word, PowerPoint, and Outlook);
  • Ability to travel frequently to project sites for monitoring visits, including remote areas
  • Understanding of SPHERE standards

 

The post will be for (9) months contract duration (with possible extension).

Salary: 7/1 according to NRC-Iraq's salary grade.

Duty Station: Erbil with frequent visits to site operations of NRC
