The Pacific Community (SPC) invites applications for the position of Human Resource Adviser ‒ Recruitment, located at its headquarters in Noumea, New Caledonia.

 

Description

The Pacific Community (SPC) is the principal scientific and technical organisation in the Pacific region, supporting development since 1947. We are an international development organisation owned and governed by our 26 country and territory members. In pursuit of sustainable development to benefit Pacific people, our organisation works across more than 20 sectors. We are known for our knowledge and innovation in such areas as fisheries science, public health surveillance, geoscience, and conservation of plant genetic resources for food and agriculture.

The Operations and Management Directorate (OMD) is managed from SPC’s headquarters in Noumea, New Caledonia and provides corporate services to all SPC divisions and programmes. It consists of three key teams: Finance, Human Resources and Information Services. OMD focuses on improving the effectiveness of systems, policies and management to provide high-quality customer-oriented services. As such, the Human Resources (HR) Department is an integral part of OMD.

The Role – As a key member of the Senior HR Team, the HR Adviser ‒ Recruitment is the lead recruitment specialist at SPC headquarters in Noumea.  The Adviser is responsible for overseeing and effectively managing all recruitment-related matters pertaining to Noumea and SPC’s operations in its regional Micronesia Office (Pohnpei, Federated States of Micronesia). The Adviser will provide support and guidance to all hiring managers by streamlining recruitment processes and delivering high-quality, strategic and cost-effective recruitment solutions. The Adviser will also provide recruitment support to the Fiji and Melanesia recruitment function as and when required. 

The successful applicant will be responsible for the following key areas:

Recruitment Management – Work with key stakeholders to proactively support and facilitate the timely recruitment of both local and international positions; ensure implementation of the SPC recruitment policy; develop and enhance SPC’s recruitment strategy including job optimisation, recruitment brand development, talent acquisition and resourcing; manage the recruitment life cycle from inception to completion; provide accurate and thorough relocation information and advice to international candidates; provide solutions in the resolution of recruitment-related matters.

Systems Management – Ensure a continuous improvement and ‘best practice’ approach to managing SPC’s E-Recruitment system; analyse recruitment trends and contribute to the development of corporate recruitment, remuneration and other associated policies; ensure staff who utilise the E-Recruitment system are technically proficient.

Provide support to the HR function – Provide valuable contributions to team meetings and processes to ensure integrated HR support for SPC; actively contribute to the HR department’s strategic planning process; support directors, hiring managers and employees in the implementation of SPC’s People Management Cycle (PMC); actively act as a performance improvement driver and promote positive changes in the people management across SPC; provide annual training to managers and staff with regards to the Performance Development System (PDS) and other related training where necessary.

Key selection criteria

  1. Qualifications
  • A Bachelor’s degree or equivalent in human resource management, public or business administration.
  1. Technical expertise
  • At least 10 years of experience with emphasis on recruitment, including five years at an international level
  • Proven ability in contributing to streamlining and automation of recruitment processes
  • Ability to apply HR rules and regulations in a fair and consistent manner
  • Proven ability to manage staff training and development
  • Ability to guide, support and coach hiring managers in effective recruitment processes
  • Proven experience in behavioural interviewing techniques
  • Proven experience in using E-Recruitment systems and databases
  • Strong client orientation and customer focus
  • Excellent verbal and written communication skills in both English and French
  • Excellent time management and organisational skills

Salary, terms and conditions

Required starting date – This position is available immediately.

Contract duration – 3 years

Remuneration – The HR Adviser ‒ Recruitment is a Band 11 position in SPC’s 2017 salary scale, with a starting salary range of SDR (special drawing rights) 3,951–4,842 per month, which converts to approximately XPF 592,075–725,670 (USD 5,491–6,730; EUR 4,978–6,100). An offer of appointment for an initial contract will be made in the lower half of this range, with due consideration being given to experience and qualifications. Progression within the salary scale will be based on annual performance reviews. SPC salaries are not presently subject to income tax in New Caledonia.

Benefits for international staff employees based in NEW CALEDONIA. SPC provides subsidised housing in Noumea. Establishment and relocation grant, removal expenses, airfares, home leave, medical and life insurance, and education allowance are available for eligible employees and their recognised dependents. Employees are entitled to 25 days of annual leave and access to SPC’s Provident Fund (contributing 8% of salary, to which SPC adds a matching contribution).

Languages – SPC’s working languages are English and French.
