A National Consultant - Psychologist to Provide Technical Support to MOES[1] with the Implementation of Second Chance Education Programme

BACKGROUND:

Substantial reforms have been made in the education system in Georgia in the last years following introduction of inclusive education in schools, after school programmes and day care centres for children with special education needs. A wealth of specialist knowledge and skills exists among special education teachers and therapists, and among schools practicing active child-centred teaching methods. However, there is still much to be done to ensure that all children in Georgia have equal access to a quality education. Schools and day care centres need to develop "Know How" to help children with good learning especially the ones who are out of schools, are at risk of school dropping out or face disparities and limited access to education due to range of socio-economic factors. Teachers and pedagogues need good knowledge and skills in teaching and learning methods and programmes to help children with academic and social backwardness in learning, in performing better and in benefiting from second chance education in schools and cay care centres. For both economic and social reasons, Inclusive Second Chance Education (IE) should build on existing opportunities and education reform initiatives - many of which already exist in view of human resources, experiences, knowledge, active learning initiatives, etc. In daily activities whether in formal or non-formal educational settings, teachers should be guided by well designed and developed methodological resources to work effectively with OOSC, children at risk of school dropout and with special educational needs.

 

RESPONSE STRATEGY:

In promoting Inclusive Second Chance Education, in 2016 the Ministry of Education and Science of Georgia developed two teachers' manuals in literacy and numeracy education in primary (1 – 6 grades) for OOSC, children at risk of school dropout and with special educational needs. The manuals aim to guide teachers and pedagogues in schools and day care centres in teaching Maths and Georgian language and literature in easy for students approaches and in compliance with recently revised national curricula for primary grades. The manuals serve as a timely resource for teachers as they are expected to work in accordance with new curricula. In view of human and institutional capacity development, there is an urgent need for the MoES to develop training modules and initiate training of teachers. For the sustainability purpose, the MoES commits to accredit and include training programme into national teacher training system to ensure wide-scale training and certification of existing and future teachers.

 

UNICEF has been supporting the MoES with the implementation of Inclusive Second Chance Education national programme. UNICEF is continuing its technical support in 2017 by selecting and providing to the MoES with the two national consultants/psychologists to assist with the development of training modules (on i. literacy education and ii. numeracy education in primary grades) and building institutional and human capacities on inclusive second chance education.

 

Two consultants will form one team and work hand-in-hand to fulfil the following major tasks:

  1. Development of training manuals (based on developed teachers manuals),
  2. Facilitating series of workshop for training of target groups (school teachers, educators of day care centres and university professors),
  3. Monitoring and coaching of trained teachers, educator and university professors to help them effectively implement new pedagogical approaches in teaching and learning processes in schools, day care centres and universities,
  4. Documenting findings and constraints and reporting about progress and status of implementation as well as provide recommendations for immediate actions by MoES and UNICEF for successful results.

The MoES will maintain an overall advisory, coordination and oversight role jointly with UNICEF.  

 

OVERALL GOAL OF CONSULTANCY:

With this announcement, UNICEF is selecting a national consultant-psychology to provide technical support to the MoES with the Implementation of Second Chance Education Programme with focus on literacy education in primary grades for OOSC, children at risk of school dropping out and with special educational needs.

 

National consultant will develop a teacher training module on literacy education based on teachers' manual in Georgian language and literature developed by the MoES in 2016.

 

As part of service, the engaged consultant will train target groups and supply them with knowledge and skills to work with children in formal (primary school level) and non -formal educational settings, guide teachers in their daily activities, advise how to teach subject area knowledge, how to develop cognitive, social and emotional competencies in students, how to assist school drop-out and SEN students to catch up school programmes and national curricula by teaching and learning in easy for students approaches.

 

SPECIFIC TASKS, TIMEFRAME AND DELIVERABLES:

DURATION AND MODE OF CONSULTANCY: This is a full-time consultancy service for the duration of six months.

 

SUPERVISION: The consultant will work under the overall supervision of the UNICEF Deputy Representative. Day-to-day supervision and guidance will be provided by UNICEF's Education Officer. Overall coordination, overseeing, quality monitoring will be provided by the MoES.

 

PAYMENT TERMS AND RATES:

Interested candidates are requested to submit their proposed monthly fee (Gross including 20% of income tax) for the service in their application letters to UNICEF. Applications without financial proposal will not be considered.

 

LOCATION: Tbilisi (home based with occasional travel might be possible)

 

REQUIRED QUALIFICATION:

  • Higher Education in psychology with at least MA or PhD level degree;
  • Proficiency and sound knowledge of Inclusive Education and Universal Design for learning
  • Excellent knowledge of National School Curriculum;
  • At least five years of proven work experience in the field of inclusive education/pedagogy/educational psychology;
  • Proven work experience in developing teaching and learning materials for general education;
  • Proven work experience in developing training manuals/modules for teachers/special teachers of general education;
  • Proven work experience in training of teachers/educators;
  • Proven experience in supervised monitoring and coaching;
  • Excellent documentation and reporting skills (in Georgian);
  • Good English language skills;
  • Excellent and proven presentation, negotiation and advocacy skills;
  • Excellent and proven communication, leadership and teamwork skills;
  • Demonstrated ability to manage complex relationships with a wide range of partners.

LEAVE

  • The consultant has no entitlement for annual leave, sick leave, maternity, adoption or paternity leave or any other kinds of special leave.
  • Health Insurance: UNICEF does not provide or arrange health insurance coverage for consultants. Health Statement forms must be submitted to UNICEF prior to signing the contract.TERMINATION OF THE CONTRACT
  •  
  1. The contract may be terminated by either party before its expiry date by giving a 14 days' notice in writing to the other party.
  2. However, in the event of termination on the ground of misconduct, UNICEF will be entitled to terminate the contract without notice. In such case, the Contractor will be compensated on a pro-rata basis for no more than the actual amount of work completed to the satisfaction of UNICEF.
