Programme Analyst   
Duty Station [Erbil, Iraq (With travel to all DRC Iraq field offices)] 
 
 
We are looking for a highly qualified Porgramme Analsyt with three years experience in data management, collection and analysis. 
 
 
Who are we? 
Danish Refugee Council is a leading protection agency pursuing our mandate to protect and promote durable solutions to displacement-affected populations on the basis of humanitarian principles and human rights. In the Middle East and North Africa (MENA), DRC apply a regional approach with operational presence in Libya, Tunisia, Algeria, Jordan, Lebanon, Syria, Turkey and Iraq.  
Present in Iraq since 2003, DRC is today operational in the Kurdish governorates, in and around Baghdad and in several South-Central governorates. Focused both on the influx of Syrian refugees and the current IDP crisis, DRC is providing assistance in a range of sectors including Camp Coordination and Camp Management, Protection, Livelihoods, Emergency Response (including food security, cash, and NFIs), WASH, Shelter and Mine Action. The Iraq programme presently employs some 450 national staff and 45 international staff, and is growing to meet new, emerging needs associated with ongoing and recent conflict in multiple locations.  
 
 
About the job 
The Programme Analyst has the responsibility for ensuring continuous and up-to-date data collection and analysis in all DRC Iraq programme. This involves contributing to the development and maintenance of a data collection and management tools, training DRC staff on its use, conducting analysis, and support in the development of project reports.  
 
Reporting lines 
  • Reports to: Cash and Livelihoods Coordinator  
 
 
Duties and Responsibilities 
  • Coordinate data collection efforts for protection, cash, and livelihoods, including assessment and all relevant programme monitoring
  • Manage protection, cash, and livelihoods program databases observing strict confidentiality
  • Ensure that confidential information in protection, cash, and livelihoods databases is kept safe.  
  • Ensure data consistency and integrity.
  • Develop / Revise databases based on protection, cash, and livelihoods programmatic needs.
  • Coordinate closely with project staff to ensure their data collection and management needs are met.
  • Provide support and advice on the use of electronic database systems developed.
  • Follow up on the development of data collection tools with ODK developer.
  • Provide support on digital data collection, in coordination with M & E team.  
  • Verify – with the collaboration of the Programme Officers – the reliability of data collected.
  • Produce analysis and reports on project data on request for both qualitative and quantitative data.
  • Weekly protection and cash assistance trends analysis based on programme monitoring.  
  • Collate and maintain data on service providers, referral and networking opportunities.
  • Revise and clean databases and produce beneficiaries lists for LH, Protection, and Cash programming.
  • Carry out research and information gathering on topics of relevance to the protection and cash assistance projects, as needed.
  • Ensure the respect of guidelines and SOPs for data security (including strict data handling and confidentiality protocols).
  • Support capacity building of partner organizations, stakeholders, and staff on data collection, analysis, report writing.
  • Liaise with field offices at the national level to coordinate data analysis, beneficiary selection, etc. 
 
Other 
  • Any other duties as may be assigned by the Line Manager;
  • Conduct duties in accordance with DRC Iraq programme Standard Operating Procedures (SOPs);
  • Conduct duties in accordance with DRC Code of Conduct.
  • Ensure transparency and DRC’s positive regard and reputation within communities.
  • This position requires frequent travel between base/sub offices/community centres/mobile centres, and will also require participation in community outreach. 
 
 
About you 
To be successful in this role you must have:  
 
Essential Qualifications and Experience: 
  • Relevant university degree or similar education.
  • At least three years of experience in data management, collection and analysis.  
  • High proficiency of excel and other database software management and analysis.
  • Prior experience or familiarity with DRC and/or persons of concern (including internally displaced persons and refugees-returnees) would be a distinct advantage;
  • Prior experience or familiarity with NGO livelihoods and cash sector would be an advantage
  • Knowledge of international protection and human rights legal standards
  • Full respect for client/organization confidentiality.
  • Strong background/experience in quantitative and qualitative analysis, and in generating reports.
  • Excellent spoken and written English/Kurdish/Arabic.
  • Strong attention to detail with good organizational skills
  • Ability to work in a multicultural context as a flexible and respectful team player. 
 
 
Preferred Qualifications and Experience: 
  • Advanced university degree would be an asset.  
  • NGO experience preferred.
  • Familiarity with Database programming languages and data tables 
 
Languages:  
  • Spoken and written English, Kurdish and are essential.

We offer 
DRC will offer the successful applicant a contract until 31-December-2017, renewable dependent on both funding and performance. You must be available to start work from 10-April-2017 and be willing and able to work in Erbil and travel to all DRC Iraq field offices.  
 
Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for national staff. This position will be placed at level C1.8
