Jointly established by 194 Member States of the United Nations in 2010, GCF invests in transformational projects that build low -emission and climate-resilient economies in developing countries. The Fund will serve as an enabler of the Paris Agreement on Climate Change, channelling significant financial resources to developing countries to make an ambitious contribution to global climate action.

Position description

The Fund has vacancies for two positions: Financial Management Specialist and Analyst under the Division of Support Services.

For Funding Proposals (GCF/Recruit/153), the incumbent will focus on the appraisal of Funding Proposals (FPs) submitted by Accredited Entities (AEs), either through the Division of Mitigation and Adaptation (DMA) or the Public Sector Facility (PSF). The appraisal aims to ensure submitted projects demonstrate adequate financial management, audit and reporting capacity. S/her will recommend improvements to the funding proposals and appropriate conditions if required.

For the AMAs and FAAs (GCF/Recruit/152) , the incumbent will focus on the negotiation of Accreditation Master Agreements (AMAs)/Funded Activity Agreements (FAA) with the AE’s to ensure that adequate financial reporting and financial provisions are contained. This is to ensure that adequate financial reports are received on a timely basis to enable the preparation of the GCF financial statements. S/he will also assist in the drafting of FAAs of already approved funding proposals.Duties and responsibilities

The duties and responsibilities of the position reviewing Funding Proposals include:

• Support the Senior Fina ncial Management Specialist in reviewing funding proposals to ensure that they demonstrate adequate financial management capacity;

• Support the Senior Financial Management Specialist in reviewing funding proposals to ensure that the audit and financial reporting requirement of the GCF are adequately addressed;

• Work closely with DMA or PSF in the appraisal of funding proposals to ensure they demonstrate adequate financial management, audit and reporting capacity;

• Liaise with consultants to review the various financial aspects of the funding proposals, as needed; • Work closely with the Portfolio Management Unit to ensure that their reporting requirements regarding monitoring & evaluation of approved funding proposals are adequately addressed in AMAs/FAAs; • Provide operational support in negotiating various agreement with the accredited entities or delivery partners, as applicable; and

• Work on additional operational tasks as assigned by the Financial Management Specialist from time- to- time.

The duties and responsibilities of the position reviewing AMAs and FAAs include:

• Support the Senior Financial Management Specialist in reviewing AMAs to ensure that the audit, financial reporting requirements and other finance related requirements of the GCF are adequate ly addressed in the AMAs;

• Work closely with DMA/ PSF /Office of the General Counsel (OGC) to finalize various finance- related provisions including budget, audit and reporting capacity in FAAs;

• Work closely with the Portfolio Management Unit to ensure that their reporting requirements regarding monitoring & evaluation of approved funding proposals are adequately addressed in AMAs/FAAs; • Provide operational support in negotiating various agreements with the accredited entities or delivery partners, as applicable; and

• Work on additional operational tasks as assigned by the Financial Management Specialist from time to time.

Expected experience and qualifications

• Minimum of Master’s degree in Commerce, Finance, Economics or advanced Accounting or professional Accounting/Finance qualifications (CPA/CA/CFA);

• At least five years (for Analyst) and seven years (for Specialist) of relevant work experience in the finance function in an international organization;

• Experience with the development finance;

• Experience of conducting due diligence and willingness to go into details;

• Experience of establishing strong working relationships with colleagues from different functions and cultures;

• Excellent communication skills and the ability to prepare and communicate complex information in written format; and

• Fluency in English is essential; knowledge of local language and/or another United Nations language is an advantage.
