Closing Date : 31 March 2017 Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

The project “Enhancing Capacities and Mechanisms to Identify and Protect Vulnerable Migrants in the Western Balkans” aims to strengthen capacities throughout the region to manage migration and protect vulnerable migrants in a coordinated manner.

IOM is looking for an expert to train prosecutors and judiciary in the effective investigation and prosecution of cases of smuggling of migrants in the Western Balkans to assist IOM in the preparation and conduct of 3-day training for prosecutors and judiciary (May 7 2017 – May, 9 2017) in order to enhance capacities and ensure the effective investigation and prosecution of cases of migrant smuggling. Preparatory work will be 17 days.

Objective:

To raise the awareness of prosecutors and judges on their role in protecting and promoting the human rights of smuggled and trafficked migrants within the judicial process. Target:

Conduct a 3-day training for a target number of 30 prosecutors and judiciary, providing them the required knowledge and practical skills to combat trafficking in persons and smuggling of migrants in Western Balkan in an effective and professional way.

Core Functions / Responsibilities:

1. Prepare training program overview and consult with the Organization on appropriate and agreed approaches to the specified tasks prior to and during assumption of the tasks 2. Prepare a draft agenda of the training, based on the training program overview. 3. Deliver training on role of the prosecutors and judges in protecting and promoting the human

rights of migrants within the judicial processes, especially focusing on: human rights approach and victim-cantered approach to the prosecution of smugglers, relevant regulatory and legislative framework, alternative offensives that may be used to prosecute migrant smugglers, to a core group of 30 specialized prosecutors and judiciary, for the purpose enhancing Page 1 / 3capacities and achieving effective investigation and prosecution of cases of migrant smuggling. 4. Moderate the discussion during the training discussions in cooperation with other training participants

5. Upon completion of the tasks provide to the Organization a final report on the consultancy assignment and its outcomes, offering observations on the impact of the consultancy for the national programme it is supporting.

Required Qualifications and Experience:

Education

• Master’s degree in Law/International Human Rights or a related field from an accredited academic institution, with at least five years of relevant professional experience; or • University degree from an accredited academic institution, with seven years of relevant professional experience.

Experience

• Working knowledge of international human rights law standards, including UN human rights instruments;

• Extensive experience on human rights issues as a legal expert/legal practitioner is mandatory. Previous consultancy experience in similar field an advantage.

• Demonstrated understanding of justice system and processes in the Western Balkan region; • Experience in international organizations, UN and other humanitarian agencies desirable. • Demonstrated proficiency with Microsoft Office applications, including Excel, PowerPoint, Good knowledge of information technology and proficiency in Microsoft Office applications especially Excel, Word, PowerPoint, Publisher, and SharePoint.

Languages

• Fluency in English is required.
