Context:

In 2016, International Organization for Migration (IOM) has launched Migration Health programme in DRC. Within its Health border and mobility management (HBMM) framework, IOM delivers and promotes comprehensive, immediate and long-term preventive and curative health programmes which are beneficial, accessible, and equitable for migrants, mobile population and other vulnerable and hard to reach populations. IOM works within existing health framework and with government authorities and Health, WASH, and Protection cluster coordination mechanism. IOM provides travel health assessments, emergency life-saving assistance and health system strengthening which has been disrupted by long term conflict, distance and other accessibility issues in Democratic Republic of the Congo (DRC). In 2016, IOM timely responded to yellow fever outbreak by providing support for health service capacity strengthening at the border points to effectively prevent, detect and respond to the infectious diseases and other public health threads. IOM has provided integrated surveillance and disease control training for the front line health staffs, provide necessary medical and health commodities for the border posts, and risk communication assistance to sensitize cross border population and neighbouring communities.

Under the direct supervision of the Chief of Mission (CoM) the successful candidate will be responsible and accountable for the implementation, coordination and management of health-related projects in the DRC.

Page 1 / 4S/he will maintain close coordination with and be technically guided by the Regional Migration Health Specialist based at the IOM Regional Office (RO) in Nairobi, as well as by the Migration Health Emergency Operations Coordinator at Headquarters (HQs).

Core Functions / Responsibilities:

1. Organize, oversee and implement IOM’s migration health (MH) related projects implemented in DRC, including the activation, implementation, reporting and evaluation of health related projects.

2. Conduct migration health assessments (MHAs), also called immigration medical examinations, for beneficiaries according to the technical requirements of the donor country governments. Supervise and standardize all aspects of the programme including but not limited to, fraud prevention, applicant registration, quality radiological services, tuberculosis (TB) investigation and referral for treatment, and submission of completed files. 3. Monitor and analyse health projects’ processes toward achievement of outputs and outcomes specifically aimed at increasing effectiveness, recommending specific actions for improvement, and supervise the development of evaluation protocols. Analyse the impact of IOM project on national public health agenda.

4. Contribute to country and regional migration health-related programme analysis by providing inputs on activities,achievements, new projects, problems encountered and pertinent developments in the relevant sectors.

5. Identify opportunities for expanding migration health activities and programmes, including but not limited to informing embassies and consulates of IOM’s migration health work and responding to announcements for call of proposals by drafting project concept notes and/or proposals and liaising with United Nations (UN) agencies and Ministry of Health to identify project development opportunities.

6. Represent IOM at technical health and other coordination fora, liaise and coordinate with national and international health and development assistance authorities, agencies or organizations regarding planning and coordination of health related matters; key counterparts will include the Ministry of Health, the WHO, the Joint United Nations Programme on HIV and AIDS (UNAIDS), the United Nations Population Fund (UNFPA), the United Nations International Children's Emergency Fund (UNICEF), Health Cluster partner agencies and other stakeholders. 7. Supervise consultants and staff and design and run professional development training for staff and partner agencies when needed.

8. Provide periodic technical updates and reporting of IOM DRC health activities and documentation/ dissemination of best practice materials. Prepare advocacy material including a country profile for MH and IOM response.

9. Monitor expenses and propose corrective measures in coordination with the mission’s Resource Management Officer.

10. Contribute to regular reporting on project achievements, problems encountered and pertinent developments for IOM DRC overall programming, as well as for donors and partner agencies.

11. Perform such other duties as may be assigned.

Required Qualifications and Experience:

• Master’s degree in Public Health, Epidemiology or a related field from an accredited academic institution with five years of relevant professional experience; or

• University degree in the above fields with seven years of relevant professional experience. Experience

• Operational and field experience in outbreak preparedness and response, in public health, epidemiology, and risk communication interventions;

• Operational and field experience in migration, refugee and displaced persons’ health-related issues, programme development, including experience in evaluating health programs and protocols;

• Experience in health programming, including programme conceptualization, analysis and implementation; resource mobilisation;

• Knowledge of structures and functions of national and international health agencies, donors and organizations;

• Familiarity with the health sector in the African region, particularly DRC an advantage. Languages

Fluency in English and working knowledge of French is required. Working knowledge of local dialects in DRC is an advantage.
