Context:

In the aftermath of Hurricane Mathew (category 4), which has severely affected the southern Peninsula of Haiti, IOM has taken the leadership of the Shelter/NFI Working Group. In addition to providing coordination support and technical guidance to shelter partners operating in the most affected areas, IOM Haiti is itself implementing shelter rehabilitation interventions. While maintaining a beneficiary-driven shelter strategy, IOM is providing material and technical support to the households whose homes have been damaged by the Hurricane. Under the overall supervision of the Chief of Mission and the direct supervision of the Head of Jeremie Sub-Office. The successful candidate will be responsible and accountable for the overall field coordination of a shelter repair project in which shelter repair kits (CGI, timber, rope, etc.) and conditional cash grants will be disbursed to the identified beneficiaries. S/he will be responsible for organizing technical trainings on safe repair techniques, oversee all operations related to the distributions of conditional cash grants and in-kind donations, ensure appropriate monitoring mechanisms are in place for the use of the kits and conditional cash grants and facilitate collaboration with the Protection unit.

Core Functions / Responsibilities:

Page 1 / 41. Implement multi-sectorial shelter programme for IOM using neighborhood approaches. 2. Design training programmes / plans within set guidelines and execute / supervise the training of all beneficiaries / contractors to make sure that quality requirements are respected. Report any deviations to the Head of Sub-office in consultation with the Shelter Working Group (WG) Technical Advisor.

3. Structural design, AutoCAD drafting, and preparing Bill of Quantities (BoQs), trainings as needed in the field for any training / construction activity related to shelter program. 4. Monitor the progress according to time schedule and report to the supervisor immediately regarding any deviation.

5. Submit weekly progress report to the Head of Sub-office in Jeremie.

6. Report any programmatic irregularities and delays to Head of Sub-office and Shelter WG Technical Advisor.

7. Do the recruitment of local labor contractors for training and/or construction works according to the set procedures. This task must be done in close consultation with the Head of Sub-office. 8. Plan material delivery schedule well in advance and share it with the Head of Sub-Office / Logistics Officer in Jeremie and Procurement & Logistics department in Port au Prince. 9. Closely work with Procurement and Logistics Assistant, Head of Sub-Office and Community Mobilizers to ensure that required construction materials are procured and delivered to the respective sites in a timely manner.

10. Supervise national engineers in the monitoring and verification of construction is carried out according to the drawing and specification provided by IOM. Record and report any deviation from the original design along with the reasons for the change.

11. Provide necessary information and documentation to the Head of Sub-office for the preparation of relevant project proposals and reports.

12. Monitor budgets and expenditures of programs to ensure program stays within budget. 13. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Civil or Structural Engineering or a related field from an accredited academic institution with two years of relevant professional experience; or • University degree in the above fields with four years of relevant professional experience. Experience

• Knowledge and training in local engineering concepts and field construction methodology; Structural design experience essential;

• Professional accreditation from a country with an established building code practice required; • Experience in the structural engineering field; preferably with some experience in the Humanitarian contexts;

• Experience in the design and construction of wood structural elements is required; • Experience in carpentry, teaching or coaching is an advantage;

• Experience working in Haiti is an advantage;

• Good working knowledge of AutoCAD and production of construction drawings; • Capacity to respect deadlines.

Languages

Fluency in French and working knowledge of English is required. Working knowledge of Haitian Creole is an advantage.
