Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

The project “Support to the Security Sector Reform in Madagascar” (Appui à la Réforme du Secteur de la Sécurité à Madagascar – ARSSAM) was developed on the basis of an analysis of the context and problems pertaining to implementation of the Security Sector Reform (SSR) in Madagascar, as have been highlighted and described in various reports; which have underlined that security and defence forces are not in capacity to respond to the security needs of the population. With more than 5000km of coastline and given its strategic position across the Canal of Mozambique and in the Western Indian Ocean, the porosity of borders has been propitious to the development and continuation of various forms of criminal and illicit national and transnational activities.

This project, which brings together UNDP, UNICEF, UNFPA, the OHCHR, and IOM seeks to support the implementation of the SSR in Madagascar, through the development of a shared vision for national security, the development of capacities for security and defence forces, and through the development and promotion of mechanisms of confidence and accountability between local vulnerable populations and the security and defence forces. In this context, the implementation of components relevant to the security of borders have been entrusted to IOM. The objective of this component is by the end of the project to enable integrated border management for two key “border management spaces”.

To reach this objective, the activities to be implemented by IOM, under the leadership of the

Ministry of Public Security (Ministère de la Sécurité Publique – MSP) will include among other : the holding of a sensitization workshop for senior officials of entities involved in border management on key concepts of integrated border management; the realization of a pre-assessment (scoping study) and a comprehensive border assessment in Madagascar ; the facilitation of a study tour on integrated border management practices; supporting upgrades to infrastructures, equipment’s, and systems enabling integrated border management for two pilot integrated border management spaces in the country; and the provision of capacity building for frontline officers working in the two pilot integrated border management spaces. IOM has developed experience, tools and standard approaches concerning the realization of comprehensive border assessment. These assessments are of crucial importance to establish a the current status of border management practices implemented by all actors involved in a given country, and are a solid base to delineate the needs in terms of professional capacities to be built and/or strengthened. The International Consultant will be tasked to lead on the realization of the pre-assessment (scoping study) and the border assessment itself with a support team of sectoral local consultants.

The aim of the consultancy is to conduct a pre-assessment (scoping study) and an comprehensive border assessment, to provide the Ministry of Public Security and the key entities involved in border management with a complete and exhaustive analysis of border management practices in the country and with a series of recommendations for short, mid and long term in order to build and/or strengthen the professional capacities of border management-related personnel, and enable the implementation of integrated border management in the country.

Core Functions / Responsibilities:

The international Consultant will be responsible to accomplish the following activities: Pre-assessment (scoping study)

Home-based activities:

1) Develop and submit the pre-assessment (scoping study) workplan, specifying the methodology, a list of partners to be consulted in Antananarivo and in two selected regions for the scoping study;

2) Conduct a preliminary desk review of relevant literature and documentation on security and border management in Madagascar;

to be used for the consultations to be conducted with stakeholders;

Field-based activities (Madagascar):

4) Conduct the scoping consultations with key stakeholders in Antananarivo and in the two selected regions;

5) Submit the draft of the pre-assessment report which includes at least: • An description the division of competences/functions and the level of cooperation and exchange/sharing of information between the key entities involved in border management in Madagascar, at the central and regional level (in the two visited regions); • An identification of needed sectorial experts (technical and/or thematic consultancies) necessary to conduct an exhaustive pre-assessment on security and border management; • A recommendation about regions to visit/assess during the comprehensive border assessment.

6) Present the draft of the pre-assessment (scoping study) report to the TWG’s members and to representatives of key entities involved in border management in Madagascar to inform them on the results of the pre-assessment and to discussing these results and recommendations. Home-based activities:

7) Submit the finalized version of the pre-assessment (scoping study) report Analysis

Home-based activities:

1) Develop and submit the comprehensive border assessment work plan (including the management of a team of three or four thematic expert national consultants), detailing the methodology, a list of partners to consult in Antananarivo and in five selected regions; 2) Conduct a complete desk review of relevant literature and documentation on security and border management in the Indian Ocean and specifically in Madagascar; 3) In collaboration with the project team of IOM Madagascar, develop a basic, exhaustive questioner to be used for the consultations to be conducted with stakeholders ad a central level and in the five visited regions;

Page 2 / 54) Conduct the field assessment and consultations with relevant stakeholders in Antananarivo and in the five selected regions;

5) Present a mid-term progress description of the comprehensive border assessment to present the d preliminary results to the TWG’s members and to representatives of key entities involved in border management in Madagascar to inform them on the development of the analysis and on its preliminary results.

Home-based activities:

6) Submit the draft of the analysis report which includes at least:

• A full desk review of relevant literature and documents on the topic of security and border management in the Indian Ocean and specifically in Madagascar;

• An exhaustive evaluation of 1) border management administration (structures, resources, procedures and processes of recruitment and promotion, measurement of performances, training programmes, rotation of state officials, values and conduct); 2) the current legislative and regulation framework (laws, decrees, regulations, procedures, visa policy, regional and international cooperation);

• An exhaustive evaluation on the workplace of : 3) operations (entry and exit from the territory, intelligence management, rejection, detention, health controls) and 4) of information management (information and data management systems, equipment, systems’ integrity, alert lists, passports and visa);

• A list of recommendations for short, mid and long term to build and/or strengthen professional capacities; and to enable the implementation of integrated border management in the country. 8) Submit the finalized version of the assessment report

9) Give a detailed presentation on the analysis report to inform on its results and recommendations and to discuss these results and recommendations.

Education

• Master's Degree in law, security studies, social sciences, political sciences, or international relations.

Experience

• Thorough knowledge of the international norms pertaining to border management; • Proven experience in the realization of border assessments;

• Preferably, with a previous experience working with the United Nations or with international agencies dealing with border management or security issues;

• Excellent writing, editing, and synthesis skills;

• Capacity to establish good professional relations in order to facilitate the achievement of the objectives;

• Capacity to lead a team of national Consultants;

• Capacity to organize the workload autonomously within the framework of the established line of conduct.

Languages

Fluency in French is required. Working knowledge of English is an advantage. Desirable Competencies:
