The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

NRC’s Horn of Africa operation comprises of large-scale multi-country humanitarian and early recovery interventions spread across nine countries (Kenya, Somalia, Ethiopia, Djibouti, Yemen, Eritrea, Uganda, South Sudan and Tanzania). NRC’s overall strategy in the region is to ensure a greater number of vulnerable people in hard to reach areas get access to humanitarian assistance, become resilient to future disasters and find durable solution. The regional office is based in Nairobi and works with country programmes to ensure standardisation of programmatic and operational approaches, promote multi country programming and ensuring quality and coordination.
NRC has been active in Eritrea since 2013 working in Partnership with the Ministry of Education (MoE) in four different States. NRC responses in Eritrea started with Solar Installation in remote villages to support bridging the digital divide. In 2015, the project expanded into Vocational Skills Training (VST) and is currently supporting there VST Centers in three States of Anseba (Keren Centre), Gash Barka (Aqordat Centre) and Southern Red Sea (Massawa) States. The VST is mainly targeting out of school youth from the age of 15-24 years old. The training period is between 6-9 months and there are diverse courses offered in each VST Centre based on market demands. Once the youth graduates, they are supported with startup kits and capital and followed up to 6 months to realize their goals as per their business plans.
The purpose of the Youth Empowerment Project Manager position is to implement delegated Education project portfolio.

Job description

  • Generic responsibilities
  • Line management for project staff
  • Adherence to NRC policies, guidance and procedures
  • Contribute to the development of Country, Area and Education strategies, initiate and participate in the development of relevant Education projects
  • Coordinate and manage Youth Education project implementation (activities, budget and project documentation) in line with proposals, strategies and donor requirements
  • Implement technical direction and ensure high technical quality of projects
  • Provide regular progress reports to the Head of Program
  • Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist
  • Develop and manage project budget (in cooperation with Cs) and coordinate across Core Competences
  • Ensure capacity building of project staff and transfer key skills
  • Liaise and collaborate with relevant local authorities and other key stakeholders
  • Promote the rights of IDPs/returnees in line with the advocacy strategy

  • Specific responsibilities
  • Support Ministry of Education (MoE staff) in implementing Vocational Skills Training (VST) in various Locations in Eritrea
  • Identifying entrepreneurship and livelihoods opportunities for graduating youths
  • Establishing strategies of distribution of start-up kits and monitoring graduating youths
  • Technical support to VST trainers in equipment and material identification and maintenance
  • Capacity building and conducting training of VST teachers and Trainers
  • Support MoE teams in developing or adopting training modules for different courses
  • Support Program Management Unit (PMU) in budget distribution and management as per the donor requirements and agreement
  • Monitoring and reporting on progress of the VST activities
  • Representing NRC in various Education and Entrepreneurship forums
  • Establishing links and coordination with other actors Country and outside the Country
  • Gap filling for the Head of Program in his/her absence

Qualifications

  • Minimum 3 years of experience from a senior level project implementation position in a humanitarian/recovery context
  • Experience from working in complex and volatile contexts
  • Technical Youth Empowerment expertise
  • Documented results related to working with Youth to be self-reliant
  • Knowledge about own leadership skills/profile
  • Fluency in English, both written and verbal
