Context:

The Media and Communications Division (MCD) is looking for an experienced and creative online journalist with a knowledge of global migration issues to manage the division’s Online Communications Unit based at the Manila Global Administrative Centre in the Philippines. The successful candidate will serve as the managing editor / production editor of IOM’s daily online News desk / Media Briefing and the global website. S/he will also manage the online communications team of web developers and designers, who work closely with ICT colleagues to support HQ departmental, regional, national and project websites worldwide. S/he will work under the technical supervision of the Head of MCD in Geneva (HQ) and the administrative supervision of the Director of the Manila (Global) Administrative Centre (MAC.). Core Functions / Responsibilities:

1. Develop and implement a ‘mobile first’ online communication strategy for IOM in collaboration Page 1 / 4with ICT. Ensure appropriate and timely technical support for new OCU digital platforms and processes, including web development and ICT-supported web hosting.

2. Manage the editorial content of IOM’s daily News desk / Media Briefing, in close collaboration with MCD colleagues in Geneva and Regional Offices. This is IOM’s principal vehicle for external and internal communication with a daily circulation to some 50,000 external subscribers via Vocus and 10,000 internal subscribers via Outlook.

3. Manage the editorial content of IOM’s global website in close collaboration with MCD colleagues in Geneva, HQ and missions worldwide. This includes supervising OCU posting of the News desk / Media Briefing, press notes, blogs, situation reports, videos, images and a wide range of other content contributed by HQ, regional offices, missions and projects worldwide. 4. Supervise the daily monitoring of IOM media coverage through Meltwater and Google and edit feedback as: “Migration in the News.”

5. Ensure that the impact / reach of OCU’s online output is systematically measured through Vocus and Google thereby contributing to IOM’s results based management processes. 6. Supervise OCU’s provision of digital templates and technical support to develop regional, national and project communications tools (mailshots, websites etc.) worldwide. 7. Ensure the highest professional standards in terms of editorial accuracy, graphic design, branding and delivery within agreed budgets and deadlines.

9. Oversee IOM’s commitment to joint website initiatives such as GMG, MECLEP, MICIC and IRIS and ensure OCU workflow can meet client requirements.

10. Work with the MCD / OCU social media team to ensure that social media content meets the same editorial standards as other online content, is targeted, monitored and represents no reputational risk to IOM.

11. Develop new online communication strategies and advocate across the organization on the importance of online communications, including websites, online newsletters and social media, to effectively reach out and engage with external (and internal) audiences. 12. Work closely with MCD colleagues to raise awareness of the value of online communication to generate corporate buy-in that will result in greater engagement and hence improved content – including images and AV material for the Media Library.

13. Manage the administration of OCU, including recruitment, performance management, training and budgeting.

14. Ensure that all staffing decisions for OCU and external media content reflects the organization’s gender policies.

15. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

Page 2 / 4• Master’s degree in journalism, communications or a related field from an accredited academic institution with at least seven years of relevant professional experience; or • University degree in the above fields with at least nine years of relevant professional experience.

Experience

• Experience in journalism, communications, public information and web editing; • Proven writing and editing skills in English, with an ability to convey complex ideas in a clear, direct and lively style;

• In-depth knowledge of international trends and political, social and economic issues related to migration and humanitarian assistance;

• Demonstrated experience in strategic communication planning and website development; • Strong grasp of the web and social media and its use within a large Organization. Languages

Fluency in English is required. Working knowledge of French and/or Spanish is an advantage. Desirable Competencies:
