The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

In the Middle East, NRC has over 3000 staff dedicated to assisting people affected by conflict in Jordan, Syria, Lebanon, Iraq and Palestine. Its humanitarian interventions are based upon its programming expertise in the Core Competencies of Shelter, Education, Water and Sanitation Hygiene, Food Security, along with Information Counselling and legal Assistance (ICLA) to forcibly displaced people. 

The Syrian Crisis is well into its sixth year, but the level and intensity of conflict in the country remains high.  Humanitarian and protection needs continue to grow inside of Syria as a result of the ongoing conflict and consequent complex emergency situation in which displacement is both massive and widespread.

Our Ideal Candidate:

The main objective for the Logistics Manager is to develop and strengthen the logistic support services( i.e. procurement, distribution, warehousing, transport, fleet) in the Syria Response Office and its areas of operation. Ensuring that the Syria Response Office is well positioned to respond to current and future emergencies with primed logistics’ mechanisms. The Logistics Manager must demonstrate strong engagement and leadership in all major logistics actions.

We are particularly looking for an individual with at least five years’ experience in a senior logistics position with a humanitarian organization. They have experience in large scale procurement warehousing. They are a strategic thinker with good planning skills who are able to set priorities, prepare manageable work plans and to evaluate progress. They also have demonstrated experience in successful managing of large numbers of staff (directly and indirectly), in various locations, supporting complex operations in multiple core competencies.

Position Description:

The Manager’s specific responsibilities will include:

  • Ensure the timely delivery of logistics support services to SRO and its areas of operation (including procurement, transport, fleet, warehouse and asset management).
  • Map existing Global, Country Office-level, and Area Office-level policies and procedures and identify need and ensure the development of cascading minimum Standard Operating Procedures (SOPs) for the SRO Country Office and Area Offices.
  • Develop policies and procedures for ongoing compliance with US Government Export Administration Regulations for US commodities export/re-export to Syria (BIS).
  • Review existing Global, Country Office-level, and Area Office-level logistics templates and implement necessary amendments to contextualise these for the SRO. This includes a specific focus on contracts.
  • Development and implementation of advanced planning tools and systems for logistics activities (procurement, warehousing, fleet, etc.) in coordination with the program heads.
  • Close and regular communication, coordination and planning will all programme heads, directly assisting and contributing to program and project design, including budget development.
  • Provide regularly logistics analysis and reports, meet reporting deadlines related to logistics for other departments and assist in logistics budget preparation.
  • Setup key performance measures for all aspects of logistics activities and regularly review them against actual performance.
  • Contribute to the development of the country strategy and plan of action on logistics.
