The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.
The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs
Norwegian Refugee Council (NRC) has been implementing projects for Internally Displaced Persons and Refugees in Northern Uganda, West Nile and South Western respectively, since 1997. Having smoothly phased-out by end of August 2014 in the North, NRC reopened from September 2014, to compliment efforts of the Government of Uganda and UNHCR in supporting the South Sudanese Refugees currently settled in the Districts of Adjumani and Arua in West Nile. With funding from UNHCR, SIDA, NMFA, ECHO, NRC is implementing integrated projects in yUMBE/Adjumani/Arua refugee settlements. NRC now seeks to fill the position of Finance Officer to be based in Yumbe
The Finance Officer will be responsible for the cash flow, accounting and financial reporting at Yumbe office. NRC may be required to verify the identity of its partners/employees and to check that its partners/employees have not been involved in illegal activities. NRC reserves the right to use electronic screening tools for this purpose.
Job description
Implement financial systems and procedures according to Financial Handbook and other NRC policies at office levelPrepare bank accounts and cashbox reconciliations
Verify that vouchers and supporting documents meet NRC standards before payment
Ensure timely payment of staff salaries, contractors, suppliers and other expenditures
Ensure sufficient cash in the bank and in the cash boxes
Prepare monthly financial reports and send all relevant documents to country office
Ensure filing of all financial documents according to NRC standards
Train and develop financial staff
Support project staff in financial matters
Induction to local partners and CBOs on NRC financial procedures
Qualifications
Relevant university degree, preferably business administration/financial management OR other relevant educational background combined with relevant professional experience. Experience from accounting and management may compensate for lack of formal educationQualified finance professional with financial management experience within a complex global organization.
Solid experience of work with windows based computer software and modern accounting-systems
Ability to present complex financial information in a succinct and compelling manner
