UNICEF East Asia and Pacific Regional Office is seeking an individual consultant to support a regional initiative in closing health inequities in urban setting, focusing on evidence generation and documentation in the area of immunization.

Background:

In recent years, large measles outbreaks have been reported in urban areas in several countries in East Asia, including those with high administrative vaccination coverage reported.  An urban case study undertaken by EAPRO in 2016 reveals that critical evidence gaps still exist in the areas of defining problems (e.g. real coverage) and proving effectiveness of various interventions applied.  Given the fact that East Asia is rapidly urbanizing, there is an urgency to tackle emerging health challenges in urban setting through more aggressive actions, starting from generating more essential evidences and conducting evidence-based advocacy.    

 

Purpose of assignment:

The consultancy is proposed in response to the programmatic need highlighted above and serves as a follow-up action following the case study undertaken by EAPRO in 2016, It aims to identify critical evidence gaps, gather and analyze needed info/data to better define problems, develop country profiles for raising awareness, regularly conduct field visits to precisely understand realities, and well document experiences and lessons learned.

 

Work Assignment:

In each of selected countries:   

  • Study and describe the definitions or characteristics of urban population groups/communities in social economic and geographic terms (e.g. urban poor, urban slum, urban, peri-urban), applied in different contexts;  
  • Map key stakeholders who play critical roles in urban development/systems;
  • Review existing data and info, identify critical information gaps; and develop an operational plan to address the information gaps identified;
  • Draft urban immunization profiles, with consideration into needs from different audiences (e.g. Policy makers and program managers); and
  • Document country experiences and lessons learned in addressing immunity gaps in urban setting.

 

At regional level

  • Assist in knowledge management, including establishing a regional information hub in the area of urban health;
  • Regularly search the latest relevant publications, circulate critical publications with summaries;
  • Assist in developing regional urban health profiles; and
  • Participate in relevant programme review proposed by EAPRO.

Note: Exact dates will be adjusted based on country visit plans defined by concerned UNICEF country offices

 

End Product(s):

1)  Country specific reports for 4 selected countries (description of urban communities; involved partners and their roles;  country experiences and lessons learned in addressing immunity gaps in urban setting);  

2)  Draft country urban immunization profiles for 4 selected countries;

3) Consolidated databases of urban publications, with summaries for critical papers.

 

Estimated Duration of Contract:  4 months over the period of 1 May – 31 August 2017

 

Official Travel: Travels to Cambodia, Mongolia, Myanmar, Philippines and Thailand will be involved, about 3 weeks in each of the first four countries and 1 week in Thailand.   Field travels are expected in Cambodia, Mongolia, Myanmar and Philippines, based on the suggestions from the relevant UNICEF country offices during the course of the country mission.

 

Qualifications or Specialized Knowledge/Experience Required:

1) Master's degree in medicine, public health or social science;

2) At least two year experience in public health or other social development programs; and the working experience in the area of immunization is preferable;

3) Demonstration of competing skills in data analysis and writing skills, through publications or documents developed in the past assignments.

4) Excellent in spoken and written English.

 

Interested candidates are requested to submit CV or P-11, full contact information of minimum 2 references, availability, proposed monthly professional fee and all-inclusive travel costs plus other incidentals to complete the trips (if applicable) in USD by 4 April 2017.  Please note the air tickets under UNICEF contract shall be re-routable, refundable type (economy class and most direct route). The consultant will be responsible for own travel insurance, visa fee and terminal expenses.
