Afghanistan is a protracted and complex emergency in which conflict and recurrent natural disasters combine, set against a back drop of the continued return of Afghan Refugees from Pakistan and Iran; the humanitarian context is characterized by multiple localised emergencies, striking communities and populations with low resilience and/or high vulnerability.

NRC has been operating in Afghanistan since 2003, and we have offices in 9 different provinces. We work with Afghan returnees, refugees, internally displaced people (IDPs) and other communities affected by displacement.
Our specialists work together to ensure that displaced people – as well as the local populations – receive the most impactful aid we can deliver. We are now looking for a Grants Coordinator to join our team in Afghanistan - are you ready to further strenghten our activities?

 

Job description

The purpose of the Grants Coordinator position is to provide essential grant management support to Head of Programme in delivering high-quality programmes. This particular position will handle a small number of multi-year grants which have either regional or consortia aspects to their management (in which NRC Afghanistan is the lead agency). It is expected that the Grants Coordinator will engage with other programme development work, and also influence some of the policy and technical discussions to which their grants portfolio engages, in particular with legal protection of displaced persons, socio-economic reintegration, and housing, land and property rights. This is a great opportunity to gain valuable experience in consortium management and at the same time be part of a professional and motivating work environment.

Generic responsibilities:

  • Develop and maintain overview of all grants, donor requirements, rules and regulations, and internal and external deadlines, including filing of grant documents (including through the grants database - forthcoming)
  • Coordinate the development of donor applications and reports, as well as ensuring donor compliance and quality control
  • Contribute to the development and revision of funding proposals, budgets and donor reports
  • Be updated on donor priorities and track and share relevant calls for proposals
  • Document, analyze, and share learning from proposal and reporting process, and compliance with donor rules and regulations
  • Contribute to continuously improving internal grant management systems
  • Provide an internal help-desk on donor related issues, including organize and deliver trainings in donor rules and regulations, as well as proposal and eport writing
  • Coordinate the development and distribution of internal reports
  • Contribute to PCM trainings and usage of the NRC PCM frame work in the CO as delegated by the Head of Programme
  • Support external donor audits
  • Represent with relevant partners and donors as delegated
  • Promote the rights of IDPs/returnees in line with the advocacy strategy

Specific responsibilities:

  • Responsible for reporting and oversight of a specific portfolio of grants for which NRC Afghanistan is lead agency either amongst a consortium of external partners or a regional programme with other NRC country offices, namely (at current):
  • Aid to Uprooted Peoples, with NRC Iran and Pakistan (EC)
  • Addressing Root Causes of Instability and Migration, in consortium (Dutch MFA)
  • Protracted Displacement and Regional Return, in consortium (DFID)
  • Co-facilitate the Housing, Land & Property Task Force (HLP TF), including through NRC sub-national coordinators, including implementation of HLP TF Action Plan
  • Develop the professional capacities and technical expertise of the four NRC sub-national HLP TF coordinators
  • Conduct monitoring and field support missions to project sites related to the grants portfolio
  • Support research, advocacy and communications related to the grants portfolio
  • Deputise for the Grants Manager as necessary

Qualifications

Generic professional competencies for this position:

  • Between 3-5 years of relevant experience within field of expertise
  • Relevant experience from the project management in the humanitarian sector
  • Experience from working with humanitarian and development donors
  • Good understanding of donor rules and regulations
  • Skills and experience in report and proposal writing
  • Strong communication, coordination and interpersonal skills
  • Strong analytical skills (data and financial)
  • Ability to mediate in high-stress scenarios with competing interest
  • Excellent written and oral communication skills in English
  • Above average computer skills

Context related skills, knowledge and experience:

  • Knowledge of the context in Afghanistan
  • Experience with consortium leadership
  • Knowledge of legal protection or housing, land and property rights for displaced persons
  • Experience of reintegration (displacement)

  • Duty station: The position will be bases in Kabul, with 30% travel
  • This is an unaccompanied post/non family duty station, with shared housing/ accomodation of moderate standard.
  • Due to the unstable security situation, recreational and social facilities are limited.
  • All international staff working and residing in Afghanistan are obliged to pay income tax to the Afghanistan authorities.
  • Approved health certificate will be requested before contract start.
