Afghanistan is a protracted and complex emergency in which conflict and recurrent natural disasters combine, set against a back drop of the continued return of Afghan Refugees from Pakistan and Iran; the humanitarian context is characterized by multiple localised emergencies, striking communities and populations with low resilience and/or high vulnerability.

NRC has been operating in Afghanistan since 2003, and we have offices in 9 different provinces. We work with Afghan returnees, refugees, internally displaced people (IDPs) and other communities affected by displacement. Our specialists work together to ensure that displaced people – as well as the local populations – receive the most impactful aid we can deliver. We are now looking for a Camp Management Specialist to join our team in Afghanistan - are you ready to further strenghten our activities?

 

Job description:

The role for the Camp Management specialist is to initiate and scale-up mobile site management (MSM) and ‘urban displacement and out of camp’ (UDOC) programming for NRC in Afghanistan, primarily responding to the unfolding emergency of mass, spontaneous return of Afghan refugees into eastern and central Afghanistan. The position reports to the Head of Programme.

The responsibilities include:

- Develop Camp Management strategy, technical guidance and Macro LFAs
- Compliance with and adherence to NRC policies, guidance and procedures
- Contribute to fundraising,  develop and revise funding proposal, budgets and donor reports
- Identify trends technical standards and donor priorities
- Follow up on compliance with contractual commitments within Camp Management, ensure high technical quality and synergies     in project implementation
- Provide technical direction and project implementation support
- Ensure that key learnings are extracted from Camp Management implementation, and incorporate them in Camp Management     and staff development processes
- Provide systematic training and build capacity of technical staff
- Represent NRC in relevant forums/clusters, including with national authorities and donors
- Promote the rights of IDPs/returnees in line with the advocacy strategy

Specific responsibilities:
- Harmonise both UDOC (both Urban Displacement and Out of Camp) and Mobile Site Management (MSM) approaches, tools and     methodologies across all area offices and grants
- Provide support with the roll out of the  Mobile Site Management Response project in East Region (Nangarhar, Laghman, Kunar),
- Provide mentoring of UDOC and MSM approaches in Central Region (Kabul Informal Settlements)
- Build capacity in MSM and conduct trainings for UDOC PM and staff
- Lead technical discussions around integration of CCCM, Shelter/WASH, ICLA, and Education
- Represent NRC externally with relevant stakeholders and contribute to technical CCCM discussions in coordination fora,     including clusters
- Identify trends in conditions/standards and donor priorities and assess better ways to assist returnees and IDPs through UDOC     in Afghanistan, including support to proposal development
- Provide support and inputs into the recruitment process for programme staff, and induction/development training

 

Our ideal candidate have:
         - Site/Camp Management Core Competency expertise, with a minimum of 5 years of experience
         - Experience from working in complex and volatile contexts
         - Documented results related to the position’s responsibilities
         - Fluency in English, both written and verbal
         - Experience with programme development, in both emergency and post-emergency phases
         - Experience in working with UN agencies, especially with UNHCR
         - Knowledge of the context in Afghanistan
         - Experience in community mobilization
         - Experience in information management and reporting
         - Experience with start-up programming and staff capacity  building

We offer:

Commencement: As soon as possible
Contract period: 6 months (extendable depending on funding/requirement)
Salary/benefits: According to NRC’s International or national general(Afghan nationalities) directions
Duty station: The position will be based in Kabul, with 75% (Nangarhar) travels to field offices in Afghanistan.
This is an unaccompanied post/non family duty station, with shared housing/ accomodation of moderate standard.
Due to the unstable security situation, recreational and social facilities are limited.
All international staff working and residing in Afghanistan are obliged to pay income tax to the Afghanistan authorities.
Approved health certificate will be requested before contract start.
Selected candidate need to provide certified University diplomas prior to applying for visa to Afghanistan
