Senior Programme Officer - Constitution Building - Canberra

Context

The International Institute for Democracy and Electoral Assistance (International IDEA) is an intergovernmental organization that supports sustainable democracy worldwide. International IDEA’s mission is to support sustainable democratic change by providing comparative knowledge, and assisting in democratic reform, and influencing policies and politics.

A considerable number of countries in Asia and the Pacific region are presently involved in constitution-building processes, at a variety of stages (pre constitution, constitution building, or implementation of a new constitution). Examples include Vanuatu, Fiji, the Solomon Islands, the Philippines, Myanmar, Sri Lanka, Nepal and Thailand.  International IDEA already has country presence and programming in Nepal and in Myanmar and has been involved in Thailand’s constitution building process, albeit with caution. In 2016 the Asia and the Pacific  program provided advice to the reform processes of Solomon Islands and of Vanuatu, and engaged with Philippines actors in anticipation of constitutional reform and further debates on federalism.   

International IDEA now seeks a Senior Programme Officer to further support its Constitution Building  work at the country, regional and global levels.

Duties and Responsibilities

  • Provides expert advice and inputs to the developments within the field of constitution building across the Asia and the Pacific region;
  • Provides analysis on constitution building processes across the Asia and the Pacific region in order to enable International IDEA and its regional programme to facilitate provision of support to constitutional reforms across the Asia and the Pacific region;
  • Generates knowledge products (reports, briefs, comparative analysis) on relevant constitution building topics;
  • Develops and maintains relevant professional contacts and networks of cooperation with those active in relevant fields, including practitioners, policy makers, academics and the international community;
  • Identifies opportunities for initiation of new country projects, and all other activities related to resource mobilization and partnership building;
  • Collaborates with the Global Programme CBP team and other CBP focal points on relevant projects;
  • Manages organization of events (workshops, roundtables, conferences) and knowledge production processes as relevant;

  • Has expert knowledge and extensive work experience in own discipline, combined with excellent understanding of related disciplines in order to approach programmatic issues in a holistic manner.

  • Integrates a results-based approach into the design , management and evaluation of all his/her programmatic activities;
  • Has thorough understanding of relevant programmatic issues in the key geographical zone where his/her work is implemented;
  • Is active in the search for information on donors and partners, preparation of reports and project briefs, identification of opportunities for initiation of new projects, and all other activities related to resource mobilization and partnership building;
  • Illustrates integrity, a collaborative spirit, a sense of achievement, and an understanding of risk management.

Education and Experience

  • Post-graduate qualifications, plus a minimum of 8-10 years of relevant experience in the implementation of programmes in the field of democracy support or constitution building;
  • The desired candidate will be able to exhibit a robust mix of experience evidencing a deep understanding of the field of constitution building, in particular experiences in the Asia and the Pacific Region, combined with skills in project development and implementation and past involvement in the provision of technical advice to senior national stakeholders.

Terms of Contract:

Two (2) year fixed term appointment. Salary: EUR 5 456 net, per month.
