The Finance Assistant will be responsible to provide efficient and cost effective finance services in the Brazil Country Office (BCO), ensuring compliance with the organization's financial policy, procedures, rules and regulations.

Purpose of the Position

Under the direct supervision of the Admin and Finance Officer, the Finance Assistant will be responsible to provide efficient and cost effective finance services in the Brazil Country Office, ensuring compliance with the organization's financial policy, procedures, rules and regulations.

Key Accountabilities, Duties & Tasks

The incumbent shall provide the necessary support in the following activities:

- Prepare payment/credits in VISION ensuring correctness and accuracy of documents in compliance with UNICEF Financial Rules and Regulations, maintaining financial records for UNICEF accounts and daily transactions.
- Monitor invoices and supporting documents to be paid/received, verifying if they are properly coded and identified maintaining status of allotments against obligations.
- Reconcile and record of income information received from Credit Card Companies, Banks and other donations generated by Resource Mobilization Campaigns.
- Prepare income summary reports to be recorded in financial system and Donor Perfect, identifying donations according to source of funds.
- Monthly prepare of income reports to be sent to Senior Management and further request to NYHQ of PBA (Programme Budget Allotment) in order to support Country Programme implementation.
- Receipt and check the FACE forms, forwarding them to Admin and Finance Officer for verification in Vision.
- Reconcile debits and credits in all UNICEF Bank Accounts, verifying accuracy, reporting discrepancies and after clearance with supervisor, record them into VISION.
- Maintain of updated advances and refunds related to salary, travel, rental and other special advances in the Personal Advances and Recoveries report in VISION.
- Monitor the UNICEF Bank Accounts based on validity and accuracy of expenses.
- Prepare report with discrepancies to supervisor, give feedback information to zone offices and prepare refund of account.
- Participate in the opening of envelopes received from Resource Mobilization Campaigns ensuring security and correctness of funds received in compliance with auditing requirements.
- Prepare of routine correspondence and maintenance of external contacts concerning financial matters when needed.
- Brief newly arrived staff, experts and consultants on UNICEF basic financial procedures and requirements.
- Maintain updated records related to the above activities making any necessary retrieval, scanning them whenever necessary and filing all documents properly.
- Support to the Local Focal Point for the GSSC, performing a previous analysis of the support documentation submitted to the Admin and Finance unit, following up with the requesting unknit whenever necessary to correct the information/documentation.
- Act, whenever needed, as Alternate Local Focal Point for the GSSC, uploading the requests to MyCase.
- Collect off all necessary signatures in financial documents, whenever necessary.
- Perform other duties as required.

Qualifications of Successful Candidate

Education

- Completion of secondary school education is required; suplemented by technical or university course(s) in Economy, Accounting, Business Administration or related fields is an advantage.

Experience

- A minimum of five (5) years of relevant professional work experience of progressively responsible work in the financial area is required, out of which three (3) years in the field of accounts payable using SAP Systems is considered an asset.

- Previous professional work experience operating financial system to maintain accounts is considered desirable. 

- Knowledge of principles of office management, accounting, administration, financial and programme management is considered an asset.

- Previous professional work experience with UN and/or UNICEF financial rules and regulations is desirable.
 

Language

- Fluency in Portuguese and English is required. Knowledge of an additional UN Language (Arabic, Chinese, Russian, Spanish) is considered an asset.
