Purpose of the Position

Under the general guidance and direct supervision of Immunization Specialist (P-4) the Immunization Budget Officer provide support on technical, operational and capacity development on budgeting, financial and administrative services to the Central Expanded Program in Immunization (cEPI) in the Department of Public Health. This will be done through application of theoretical and technical skills in developing cEPI's capacity in budgeting and financial management. The Immunization Budget Officer also coordinates the financial monitoring and quality assurance of UNICEF's supported activities for the Japanese Encephalitis (JE) vaccination campaign, Health System Strengthening and other UNICEF related support to CEPI under the oversight of the Immunization Specialist and Chief of Section.

 Key Accountabilities, Duties and Tasks 

1. Support to the preparation, review and monitoring of the budget for JE campaign and other Gavi Supported activities
• Finalize detailed plans and budgets for the immunization campaigns, Gavi HSS activities including proposing modes of payment for each of the activities.
• Facilitate collection of information on cost of immunization programme elements, such as staff and related costs, facilitate compilation into standardized and customized reports.
• Support CEPI staff in verifying sources of funding and expenditure based on the nature of the activity and compiling information in summarized report to identify areas of over or under-expenditure.
• Develop capacity in monitoring expenditure report, to ensure that charges are properly allocated and allotments are not exceeded.
• Provide guidance to national immunization programme in the preparations of detailed budget summary indicating expected disbursements per State/Region and Township.

2. Develop Capacity in budget planning, financial management and monitoring in the Central Expanded Program in Immunization (cEPI), Department of Public Health
• In coordination with UNICEF Immunization team, HACT Focal person and programme assistants, plan, design and conduct training for relevant government staff at central, State and township levels in budget planning and management including disbursement and expenditure as well liquidation processes.
• Assists in the identification of training needs and plan training activities in budgeting, financial management and administration for counterparts, to improve service delivery.
• Compile data and support in preparing mid-year and annual status related to budget management to be discussed in the immunization technical working group meetings.
• Prepare simplified training and orientation financial management guidelines and SOPs to support CEPI Finance staff and focal points in the State/Regions and Townships.

3. Support to planning, implementation and monitoring of allocated cash transfer disbursement in CEPI to support activities for JE vaccination campaign and health system strengthening
• Serve as reference person on cash transfer implementation for all budgets related to immunization campaigns and other Gavi supported activities.
• Monitor the cash transfer assurance plan for reporting to the Immunization Specialist on a monthly basis as part of the monitoring of the management key performance indicators in coordination with Programme Assistants and HACT Focal Person.
• Actively assist with the preparation and regular updating of CEPI cash transfer capacity assessment and assurance plans
• Together with qualified/experienced Country Office colleagues, undertake spot checks of implementing partners to build and provide on-the-job public financial management trainings
• Provide technical and administrative support to Central Expanded Programme in Immunization (CEPI) in the execution of cash transfer activities to ensure timely and efficient delivery of results.

4. Support in the review and use of all funds under Gavi grants
• Facilitate the review of micro assessment reports of implementing partners to identify common weaknesses in financial management and propose capacity development actions that can be supported by UNICEF.
• Participate in the review of assurance activity reports of implementing partners to identify issues that need follow-up and common weaknesses in financial and propose capacity development actions that can be supported by UNICEF.
• Facilitate UNICEF EPI team, Programme Assistants and HACT Focal point to conduct spot check and programme visits and ensure timely liquidation of funds.

5. Knowledge Management Support
• Identify, document and share lessons learned for integration into broader knowledge development planning and management capacity development efforts. Ensure that this contributes to the knowledge of cEPI staff and stakeholders both at national and sub-national level in supports of programming and advocacy activities
• Provide support to ensure all field office staff has knowledge and skills to fulfil their responsibilities related to funding assurance activities.

 Qualifications of Successful Candidate

Education
• Advanced University Degree relevant to the following areas - Business Administration, Public Administration, Health Economic, Public Health, Social Sciences and any other related field.
• Additional training in Auditing, Accounting or budgeting/Financial management & analysis an asset.


Work Experience
• At least two years extensive experience in budgeting, financial management. Experience with donor grants management will be an added advantage.
• Experience of dealing with Government departments
• Skills and well demonstrated experience in programme planning, implementation and monitoring gained working with INGO or UN.
• Experience of working in various field location within Myanmar.
• Computer skills including Word, Excel, PowerPoint, etc. A good master of excel is preferred.
• Ability to undertake extensive travel within the country.

Language Requirements
• Fluency in written and spoken English and Myanmar
