Context:

Under the overall supervision of the Chief of Mission (CoM) in Iraq, the direct supervision of the Senior Regional Resource Management Officer and in collaboration with relevant units at Headquarters and the Administrative Centres (MAC and PAC), the successful candidate will be responsible and accountable for coordinating the budgetary, financial and administrative functions of the Mission and its offices.

Core Functions / Responsibilities:

1. Assist in monitoring and overseeing the financial management of all activities in the Mission, including financial expenditures.

2. Contribute to maintaining and improving appropriate internal controls to safeguard the Organization’s assets, control cash, and prevent fraud. Propose changes to processing actions to the SRMO.

3. Provide input for donor financial reports in accordance with IOM regulations and established procedures.

Assist in forecasting cash flows according to activities in the Mission and ensure daily control of funds disbursed; verify that funding is received in accordance with donor agreements. 5. Participate in the preparation of draft portions of the annual budget for the Mission. Assist in the preparation of budget for new programmes.

6. Assist the SRMO in the supervision of the Mission’s administrative functions and other related activities in accordance with the Organization’s policies and procedures.

7. Make suggestions for procedural improvements and assist in training local staff in the relevant areas of administration and finance. Undertake regular travel to field offices to build resource management capacity of the mission and to ensure that IOM rules and regulations are followed.

8. Inspect payroll versus budgets, ensuring that salaries are correctly allocated to projects consistent with IOM's projectization criteria.

9. Liaise with other internal functional units of the Mission; support the SRMO in liaising with banks, donors and government counterparts and other stakeholders as required in the performance of the accounting function.

10. Assist the SRMO in Liaising with relevant units at Headquarters, the Administrative Centres and the Regional Office for Asia and the Pacific with regard to the financial and administrative activities of the Mission.

11. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Finance, Accounting, Business Administration or a related field from an accredited academic institution with two years of relevant professional experience; or • University degree in the above fields with four years of relevant professional experience. • Professional certification as chartered accountant (CA) or certified public accountant (CPA), Chartered Institute of Management Accountants (CIMA), or Association of Chartered Certified Accountants (ACCA) will be a distinct advantage.

Experience

• Experience in financial management, accounting or budgeting and purchasing;

• Experience with internal control assessment, internal and/or external/project audits; • Ability to prepare clear and concise reports;

• Knowledge of IOM/UN regulations, policies and procedures;

• Experience with international institutions knowledge of International Public Sector Accounting Standards (IPSAS) and SAP is highly desirable;

• Knowledge of IOM/UN accounting systems, software and procedures is an advantage. Languages

Fluency in English is required. Working knowledge of Arabic is an advantage.

Internationally recruited professional staff are required to be mobile.
