The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

NRC in Jordan 

Established in 2012 NRC Jordan’s long-term outlook addresses the problems affecting life as a refugee. We work to build the resilience of Syrians, and to relieve the impact on the Jordanian communities that host them.  Syrian refugees in Jordan are struggling. As they contend with difficult living conditions across the country, the obstacles are complex. They struggle to remain registered as refugees, to provide for their families, and to access essential services – including education for their children. The Jordanian communities that host them, meanwhile, feel the impact of hosting high numbers of refugees – with each year that passes, local infrastructure becomes more strained.

 

Role Specific Information

The NRC Jordan education programme will work on issues of access, retention and quality in order to exact change and provide services to refugee girls and boys and host community boys and girls. At the access and retention level NRC will provide additional teaching and learning spaces and classrooms for Syrian and host community boys and girls who are in school but prone to drop out and for children out of school. At the quality level NRC will work to ensure that children in NRC run learning centres can enjoy more tailored services and learn in a protective environment. This will be achieved by augmenting existing services, expanding their targets, ensuring that the teaching standards are raised and that the community is involved in and supportive of children’s education. This will include phases of community outreach, using community mobilisers to engage parents and to help them support their children’s education.  In camps this will include the expansion of ‘walking routes’ or other community-based initiatives to support children accessing learning sites safely.

The Technical Education Officer for Curricula and Training is primarily responsible for developing curricula and learning materials related to all programmatic activities and support NRC facilitators in delivering quality and effective education, including mentoring and coaching them during classroom management.  The programme will include: academic subjects meeting the MoE learning outcomes, life skills, psychosocial support, parental engagement, development of e-learning and other digital contents, reading methodologies, art and recreational activities.

The Technical Education Officer is responsible for carrying out technical support activities and liaison with NRC staff and community staff in the Education programme in Camps, as well as supporting developing tools for learning assessment and evaluation. The additional focus of the position is to assess and respond to staff and facilitators developing’s needs and capacity building. 

 

Generic responsibilities:

  • Provides direction, assigns tasks and gives instructions to staff, specifies their individual work plans and evaluates individual team members’ performance.
  • Support assigned staff in their professional development, identifies training needs, support staff to achieve the objectives defined in their learning development plans.
  • Monitor the progress of the team activities and ensures they are implemented and conform to planning, quality standards, budget and (donor) guidelines.
  • Develop quarterly action plans with the assigned team.
  • Ensure compliance with NRC policies CC tools, handbooks and guidelines.
  • Ensure that projects activities target the needs of beneficiaries, explores and asses new and better ways to meet their needs.
  • Represent NRC, liaison and collaborate with relevant local authorities and/or stakeholders.
  • Define the specific programs learning outcomes expected to be taught by teachers and achieved by students.
  • Coordinate NRC staff to ensure that all activities are carried out with the active inclusion of all community members (especially girl children and adolescents, female and male parents, teachers and guardians and children with disabilities and special needs.)
  • Work with project officers and the monitoring and evaluation unit to ensure that data is collected and recorded appropriately.

 

Specific responsibilities:

  • Develop training materials and learning materials for the curriculum to be implemented in the Education programme in camps including:
  1. Academic component: (4 subjects: Math, Arabic, English, Science),
  2. Like Skill programme including training, mentorship, monitoring and support to NRC facilitators
  3. Psycho social Support programme including training, mentorship, monitoring and support to NRC facilitators
  4. Parental engagement activities
  5. Arts and recreation activities
  • Develop training modules for facilitators and guide them in developing working plans and implementing them in a timely and effective manner
  • Support development of M&E system to measure the outcomes of student learning
  • Liaise with NRC Education Host to ensure effective sharing of approaches, materials and lessons learned
  • Inform programme development (focus on needs and opportunities) at site level, with a strong basis in M&E
  • Identify staff capacity building needs and relevant approaches to staff development
  • Represent the Education Camps programme at relevant technical discussions, including Education coordination groups when delegated.

 

Our Ideal Candidate:

We are looking for a university graduate, with a minimum of 3 years previous experience in curriculum development, knowledge of the 4 aspects of curriculum (The academic part, life skills, psycho social, Technical Education Assistant). .   Experience working in complex and volatile contexts, in particular in the Middle East.  Technical expertise relevant to the role. Documented results related to the position’s responsibilities.  Fluency in English, both written and verbal.

We are particularly looking for a positive individual with strong communication skills, who can build trust and confidently navigate both internally and externally at different levels.
