Purpose of the Position

The Security Manager Blast Expert will assess current and potential UNICEF offices' premises and facilities, identify their vulnerabilities against IED (Improvised Explosive Devices) and EO (Explosive Ordnance), design and elaborate suitable physical mitigation measures to reduce  vulnerabilities in order to ensure that assessed offices and facilities are provided with the required level of physical protection against all types of explosive ordnance, including ERW (Explosive Remnants of War) as detailed in relevant Security Risk Management (SRM).  

Key Expected Results

 

  1. Assessment of current and potential UNICEF offices' premises and facilities, identification of blast resistance and vulnerabilities against IED. Analysis of threats and trends in the use of EO against UN. Elaboration of measures and recommendations mitigating blast vulnerabilities. Training security professionals on the implementation of blast mitigation:
  • Technical and engineering assessment of UNICEF facilities, review of construction design.
  • Collection and collation of all available information regarding potential explosives including ERW.
  • Analysis of the current level of protection provided by the construction, including analysis of the blast protection, latest developments, history/database of IED attacks in the area.
  • Identification of the UNICEF facilities and premises structural weaknesses and strengths.
  • Analysis of threats and trends in the use of EO against UN premises worldwide with the aim to provide relevant advice and recommend robust mitigation measures to UNICEF premises.
  • Elaboration of the measures and concepts facilitating the process of blast protection.
  • Providing technical advice and specifications for explosive detection, personnel protection and related physical security equipment, bunkers/safe rooms/strong doors/window catchers and window shutters.
  • Defining the level of the effectiveness of the proposed mitigation measures and recommendations based on the Protection Level table.
  • Elaboration of the blast loading tables and charts as well as back-up vulnerability calculations including Pressure-Impulse plots for the structural and façade components.
  • Recommendation of mitigation measures that are compliant to the principle of "No tolerance to building collapse both progressive and disproportionate".
  • Calculation the approximate spending connected with the implementation of the proposed mitigation measures and recommendations.
  • Training UNICEF security professionals in the recognition, analysis, assessment and reaction to identified threats.
  • Preparing reference materials, lessons learned and "Frequently Asked Questions" related to the blast mitigation and premises protection.

 

 

  1. Networking and Partnership Building with UN and external blast and Physical Security experts. Innovation, knowledge management and capacity building
  • Establish contact and maintain a network with all UNSMS/NGOs security advisors and relevant authorities and useful local actors as appropriate.
  • Ensure collaboration with all potential partners.
  • Introduce technological innovations and approaches to security procedures and systems.
  • Identify and collect information on latest developments and research of processes, procedures and products pertaining to blast mitigation and premises security measures.
  • Institutionalize and share best practices and knowledge learned.
  • Organize, plan and/or implement capacity building initiatives to enhance the competencies of UNICEF security advisors in blast protection preparedness and operations.

 

 

 

Qualifications of Successful Candidate

Education

 An Advanced University Degree in the field of civil, military or structure engineering with an expertise in structural analysis, structural dynamics.

Work Experience

A minimum of 8 years of working experience in blast vulnerability assessment and blast mitigation. Technical experience in the reconstruction and renovation of existing buildings.  

Language

Fluency in written and spoken English is required.  Knowledge of another official UN language or a local language is an asset.
