HR Business Partner

The International Potato Center (CIP) is seeking a highly competent HR Business Partner to contribute with the delivery of people solutions and the implementation of wider HR strategies for the CIP-China Center for Asia Pacific (CCCAP).

The Center: CIP is a not-for-profit international agricultural research-for-development organization with a focus on potato, sweet potato, and Andean roots and tubers. Its vision is of roots and tubers improving the lives of the poor. CIP is dedicated to achieving food security, improved well-being, and gender equity for poor people in root and tuber farming and food systems of the developing world. CIP works with partners to contribute high quality science, technology, and capacity strengthening for sustainable science-based solutions. CIP is headquartered in Lima, Peru, with staff and activities in over 30 locations across Asia, Africa, and Latin America. CIP is a member of the CGIAR consortium. CGIAR is a global agriculture research partnership for a food secure future. Its science is carried out by the 15 research centers who are members of the CGIAR Consortium in collaboration with hundreds of partner organizations. CCCAP is in the process of opening a sizeable R&D facility in Beijing (Yanqing District) and plans to hire significant numbers of new research and operations staff the next few years. Through its research on root and tuber crops and capacity-building programs, CCCAP aims to boost RTC production in the Asia Pacific region and beyond, accelerate poverty reduction and improve food security.

The position: This position will be based in downtown Beijing, China and will report to the CCCAP Senior Administrative Officer.

Duties and Responsibilities:

  • Support and advice managers and staff in solving HR issues and help them to interpret and apply HR policies and practices in day to day work.
  • Translate business requirements into effective HR practices, delivering people solutions aligned with business objectives. Provide timely and effective recruitment and selection services, including advice on clear job specifications, job posting, applicant prescreen, interview oversee the entire hiring process and work with the team to promote CIP’s brand and image, "selling" candidates on the employer value proposition;
  • Develop the recruiting channels to attract potential candidates in local or international talent markets and track the effectiveness of such channels;
  • Proactively source and build-up high-potential talents pipeline with developing a good relationship & connection with them;
  • Attend staff development needs and actively participate in supporting the expansion of the Talent Management program.
  • Deliver induction program for new staff to contribute with their smooth transition to the organization.
  • Contribute to the continually improvement of HR processes, procedures and practices.
  • Deliver other assigned duties in support of staffing programs.

Selection Criteria:

The ideal candidate will have most if not all of the following skills, knowledge, experience and personal characteristics:

  • Bachelor’s degree in Business Administration, Psychology or related field with 2 years of relevant experience in a similar position
  • Proven expertise and ability to provide support related to Recruitment, Talent Management, and diverse HR functions.
  • Solid recruitment experience preferably within multi-national corporation environment;
  • Knowledge of HR policies, principles and processes.
  • Proficient on Microsoft Software (Excel, Word, Power Point).
  • Excellent spoken and written English and Chinese are required;
  • Strong networking, influencing and consultative skills with an ability to build strong client relationships;
  • Detail oriented and good organizational skills;

Conditions: Non- national interested are allow to apply to this locally based position. These staff should have a residency status in China. The employment contract will be for a two-year term with possibility of renewal.
