Generic responsibilities:
1. Provides general support to the Partnership team.
2. The main task of the IPA assistant will be to support the completion of the shift in the role of NRC Europe IPAs while providing increased support to the IPA team in the management of their portfolios under the supervision of NRC ECHO focal point.

Funding Opportunities and Grants Management:
1. Screen EU donors’ websites to assess potential funding opportunities and relevant documentation of interest for NRC activities;
2. Verify major compliances issues before presenting proposals, amendments and reports to donors under the supervision of Partnership Advisers.
3. Support the IPAs in maintaining contacts and strengthening strategic dialogue with European main donors in support of NRC operations.
4. Support the analysis of main donor trends through :
 -The creation of an NRC database to produce internal reports/statistics and ensure follow up;
 -The research and funding trends analysis on new EU Member States for potential Partnerships;
 -Collecting from the IPAs lessons learnt of grant implementation, proposal and report drafting for field operations improvement and Oslo awareness;
 -Gather information and follow up on the Partnership Adviser Newsletter;

Job description

Helpdesk Function:
1. Provides technical assistance to IPAs in responding to NRC Head Office and Country Offices in line with compliance requirements, strategic programming at proposal, amendments and reporting stage;
2. Ensure the upload of proposals, whenever requested by the agreement with the field offices and Oslo;
3. Support IPAs in the identification and dissemination of new funding opportunities to NRC relevant colleagues and departments;
4. Supports IPAs in updating and making available the relevant tools to support NRC HO and COs work with European donors.

Capacity Building:
1. Supports IPAs in the development, updating and improvement of training modules adapted to EU funding mechanisms, policies and regulations for relevant NRC staff;
2. Supports in the organization and eventual conduction of trainings for relevant NRC staff, where required and funding available;

Representation / Liaison:
1. Supports the IPAs in strengthening NRC’s working relationship with European donors, keeping track of communications, ensuring the respect of deadlines and participating to meetings when required by the organization;
2. Upon request, replaces IPAs in attending meetings with EU donors;

Other duties:
1. Supports IPAs in ensuring archives are in use and maintained according to the NRC Europe regulations;
2. Supports IPAs in ensuring that internal and NRC databases related to funding opportunities, submission of proposals and ongoing projects and deadline are updated and accurate;
3. Assist with any other relevant duties assigned by the Director, as and when required.

Critical interfaces
• Interface with Field Operations, Expert Deployment/NORCAP, Finance Section and Donor Support Section on fundraising from Institutional Donors
• Interface with the Donor Support Section on the Donor Strategy, Framework Agreements and Help Desk methodology
• Interface with the Advocacy functions in all Departments on advocacy related issues.
• Interface with External Relations on fundraising from Foundations /Corporates and media outreach in Brussels
• Interface with HR Section on HR related issues.
• Interface with the other Representation Offices establishing common standards, best practice sharing and coordinate larger initiatives in order to increase impact / synergies

Qualifications

Education
•Relevant university degree, preferably social sciences or business / public administration / international development, humanitarian assistance OR other relevant educational background combined with relevant professional experience.

Generic professional competencies:
• Familiarity with the humanitarian sector
• Fluency in English, both written and verbal
• Solid experience of work with Windows based computer software (especially Excel)
• Sound knowledge of ECHO’s regulations and funding procedures
• Familiar with other EU Member States Partnership (except DFID, SDC, SIDA, NORAD, NMFA)

Education level

  • College / University, Bachelor's degree

Personal qualities

Context/Specific skills, knowledge and experience:
• Professional knowledge about the European Commission and its DGs.
• Experience from fundraising, advocacy and information work

Behavioural competencies
• Demonstrable strong team-working skills and the ability to collaborate effectively with colleagues working in different locations
