Mongolia Country Representative

The Country Representative (CR) represents GGGI as the focal point leading the in-country program. The Country Representative will initiate and manage GGGI’s country program in Mongolia, based in Ulaanbaatar. Under the supervision of the Head of Programs, Asia and the Pacific, and building on the current work program for 2017-2018, the Country Representative has the overall responsibility for the strategic leadership and direction of the country program to achieve the organizational vision, goals and objectives. 

The Country Representative is responsible for both the programmatic and operational management of the country program. The Country Representative will lead and direct the operational day to day activities of the country program. S/he represents GGGI with government and international organizations in country and thus act as the focal representative of GGGI in the country for all GGGI related activities, including the Green Growth Planning and Implementation Division (GGP&I), Investment and Policy Solutions Division (IPSD) and Office of Thought Leadership (TL). S/he is responsible to ensure cross learning and fertilization of knowledge across GGGI program. On the programmatic side, s/he will take a leading role in guiding policy formulation for energy conservation and urban development, identifying and preparing public and private investment projects (particularly in relation to Mongolia’s pledges under the Paris Agreement), and facilitating the establishment and launch of an investment fund in Mongolia dedicated to green development. 

S/he represents GGGI with government and international organizations in country and thus acts as the focal representative of GGGI in the country for all GGGI related activities from the different divisions. S/he will lead the dialogue with government on the Memorandum of Understanding, the P&I agreement and the host country agreement. S/he will be the primary contact person for GGGI’s government counterparts in Mongolia including the Ministry of Environment and Tourism, Energy Regulatory Commission, Ministry of Construction and Urban Development, and Ulaanbaatar City, as well as key non-government stakeholders, such as the Mongolian Bankers Association and UN PAGE. 

The Country Representative will also identify resource mobilization opportunities and support the development of in-country resource mobilization strategies and their execution. S/he is responsible for overall operations, financial, and human resources management in-country. 

The Country Representative will spend his/her time on country level programming but also dedicate an average of 20% of her/his time to inform and contribute to corporate level programming (i.e. contributing to thematic priorities of GGGI, providing strategic inputs in ensuring GGGI remains relevant in country and globally).

PURPOSE

 

Country Program Initiation and Management

  • Develop and implement an integrated and quality-assured Biennium Work Program and Budget that is aligned with GGGI’s Mongolia Country Planning Framework 2016-2020 and the Government of Mongolia’s priorities
  • Deliver technical and advisory services around key green growth issues in Mongolia, especially air quality improvement, energy systems transformation, energy efficiency, urban development, and financial services based on the Work Plan and Budget for respective country program
  • Oversee the development and implementation of annual country budgets as per approved WPB
  • Develop networks and partnerships with national/regional institutions and lead in country donor collaboration and new project development
  • Connect policy formulation and analysis with downstream infrastructure project opportunities
  • Engage closely with the private sector in the preparation of bankable projects and financing mechanisms for the government’s green development ambitions
  • Ensures the high quality of documents and outputs produced by the project team on the ground

 

Resource Mobilization

  • Keep abreast of the trends within the donor environment in the country
  • Undertake responsibilities for new proposal development for funding from earmarked sources, in close consultation with the Head of Programs, Asia and the Pacific, and the Partnerships Unit in HQ.
  • Monitor compliance with all donors’ conditionality and monitor adherence to GGGI and specific donors’ requirements

Management and Administration

  • Provide oversight to all finance and administrative program support functions in line with GGGI financial regulations
  • Ensure that adequate internal control mechanisms are in place and review and minimize significant expenditure variances
  • Facilitate annual and project-specific audit processes
  • Ensure the preparation, accuracy and timely submission of monitoring reports

 

ENGAGEMENT

 

  • Provide Leadership in the implementation of the Mongolia Country Planning Framework 2016-2020 in line with the GGGI’s Strategic Plan 2015-2020
  • Lead the dialogue with government regarding the evolution of its relationship with GGGI
  • Facilitate the alignment of country programs to organizational thematic priorities
  • Lead, direct and mentor the country team in line with the organizational strategy
  • Keep abreast of socio-economic and political changes in the environment and undertake timely strategic review of GGGI’s country program ensuring continued relevance
  • Ensure timely implementation of the Mongolia communications plan to ensure visibility and local engagement
  • Ensure that the country program maintains a coordinated and effective information exchange internally and externally
  • Ensure the country program implements GGGI policies, procedures, operational guidelines and standards
  • Ensure coordination with other divisions of GGGI for prompt, effective technical and support services.
  • Manage the engagement of technical staff members supporting the country program from HQ

 

DELIVERY

  • Provide leadership support to staff development in country
  • Organize regular meetings with the staff in HQ and other country offices to ensure effective exchange of information, coordination and learning
  • Ensure that the country team is effective, mutually supporting and sufficiently involved in decision making
  • Ensure that key country documents are internally shared and cleared with the HQ before communicating to donors
  • Ensure that experiences and best practices are documented and shared across the organization, especially with other countries 

REQUIREMENTS 

QUALIFICATIONS

  • Advanced university degree (Masters or PhD) in economics, finance, business administration, public administration, international development, sustainable development, or related field
  • Relevant professional experience (minimum 8 years) with managerial and budget responsibilities, in either an international organization, a large multinational business or consultancy, a large non-profit organization, private sector, or government is a requirement
  • Extensive knowledge in green growth / sustainable development, public policy, and infrastructure investment
  • Familiarity with operating in developing countries is a requirement
  • Fluent written and spoken English is a requirement; knowledge of Mongolian an advantage
  • Experience with development finance and public private partnerships preferred
  • Experience in Mongolia and/or demonstrated knowledge of Mongolian culture preferred
