The Internal Displacement Monitoring Centre (IDMC) of the Norwegian Refugee Council (NRC) is the global leader in the provision of data, information and analysis on internal displacement.  IDMC monitors all situations of internal displacement, provides quantitative estimates of the numbers of IDPs worldwide, and develops research and analysis which seeks to better inform policy and operational decisions that affect the lives of internally displaced people IDMC is currently seeking to recruit two Senior Monitoring Coordinators to serve as team leaders for the Monitoring Experts, Junior Monitoring Experts, consultants and interns to support day-to-day work of the team obtaining, analysing and verifying data on internal displacement caused by disasters and development (Senior Monitoring Coordinator Disaster & Development) or by conflict and violence (Senior Monitoring Coordinator Conflict & Violence)

The senior monitoring coordinators provide guidance to the team and help solve methodological and technical problems related to monitoring.

Job description

• Coordinate the collection of data on conflict related or disaster-related and (eventually) development-induced internal displacement globally based on IDMC’s conceptual framework
• Develop and implement IDMC methodologies for monitoring internal displacement related to conflict and violence or to disasters and development
• Develop and maintain a diverse network of data-collection partners and institutions on the ground such as national governments, UN, NGOs, the media and academics to obtain, analyse and validate data
• Ensure that data on internal displacement is accurate, timely and collected at the appropriate spatial and temporal scales in order to support IDMC core products, such as the GRID, Internal Displacement Updates and country pages on the IDMC website
• Ensure that IDMC’s internal displacement database is up to date with accurate information by:
o Collecting data on internal displacement in line with IDMC’s conceptual framework
o Developing and maintaining partnerships with data-collection partners
o Analysing available data, documenting data gaps and data sources’ methodologies
o Providing methodological and analytical support to other Monitoring Experts in the department
o Verifying that the displacement data has been interpreted accurately by IDMC staff through internal and external review processes
o Ensuring that IDMC’s interpretation of the data and production of estimates have been are documented in the database according to standard templates and guidelines
• Contribute to the development of guidance and standards for (primary) data collection on situations of internal displacement
• Innovate, test and develop new ways to monitor and/or collect information on internal displacement
• Represent IDMC in certain fora and develop a network of partners and contacts to help IDMC obtain, analyse and validate data on internal displacement
• Contribute to the development of IDMC’s conceptual framework on internal displacement
• Contribute to the development and operationalisation of IDMC’s displacement severity index
• Take responsibility for the delivery of certain core IDMC products and ensure that the monitoring team provides adequate contextual analysis of situations of internal displacement required for Internal Displacement Updates, country pages on the IDMC website and other core IDMC products
• Identify trends and questions that require further research
• Contribute to research projects and products, including the GRID
• Draft blog posts
• Perform other duties in the department as appropriate

Qualifications

Generic professional competencies:
• Master’s degree in international affairs, displacement, migration, humanitarian or development studies, information science or related field
• At least six years of relevant experience collecting and analysing quantitative data
• Knowledge of a geographical region a plus
• Ability to provide contextual analysis of displacement situations
• Ability to draft short contextual analyses and data/figures analyses in accessible language
• Experience collecting and analysing data in the field a plus
• Fluency in English, both written and verbal

Specific skills, knowledge and experience:
• Knowledge of internal displacement the context in conflict, violence, disasters and development
• Experience collecting and analysing quantitative data sets related to internal displacement in (post-)disaster and/or (post-)conflict settings
• Proven track record developing networks and engaging with a variety of different partners (national governments, IOs, civil society)
• Attention to detail and ability to question, understand and evaluate data sources’ methods
• Experience working with databases and information management systems
• Knowledge of basic statistics
• Strong writing skills – ability to provide clear contextual analysis and description of methods used to collect, interpret, analyse and validate data on internal displacement
• Fluent in English and proficient in another official UN language

We offer

A one-year contract. Extension will depend on funding and performance.
