The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

The Norwegian Refugee Council (NRC) has been operational in South Sudan since 2004 providing assistance to IDPs, returnees, refugees and host communities in areas affected by displacement. NRC currently operates an integrated programme focused on six sectors (core competencies): Education, Shelter, Food Security, WASH, Camp Coordination/Camp Management (CCCM) and Information, Counselling and Legal Assistance (ICLA).
NRC programmes are designed to provide protection and durable solutions for IDPs, refugees and returnees. In South Sudan NRC focuses both on emergency humanitarian responses and early recovery work.

The Purpose of this position is to ensure that NRC South Sudan Mission Financial management systems are consistent, grants utilized and accounted for in compliance with NRC and donor regulations and procedures. Focal point between the Head Office (Oslo), Regional Office (Nairobi) and NRC South Sudan.

Job description

  • Generic Responsibilities
  • Implement NRC’s financial systems, routines and procedures at national level
  • Maintain overall budget control and monitor cash flows
  • Ensure that budgeting, accounting, year-end procedures and other financial processes take place in adherence to Financial Handbook, other NRC policies and donor and auditor requirements
  • Management of financial team at country office
  • Training, development and internal “audits” of financial teams in all offices
  • Support and training of line managers with budget responsibilities
  • Provide CD and programme staff with monthly financial analysis and reports
  • Implement anti-corruption policy

  • Specific Responsibilities
  • Make sure that all financial transactions are carried out and recorded in accordance with NRC standard financial procedures.
  • Prepare accurate and timely eBRS in accordance with global deadlines and
  • Ensure all the reconciling items in the eBRS are monitored and acted upon
  • Prepare the Project summary and ensure the country program has sufficient funds at all times. Work with FC and AM to prepare accurate forecasts for funds
  • Ensure timely submission and payment of monthly taxes deducted from staff and consultants, and obtain periodical tax clearance certificate from the Ministry
  • Ensure quality posting of costs into Agresso and meeting global deadlines
  • Communicate with banks and regional office to ensure that the bank risks are minimized
  • Verify POs for completeness. Attend bid meetings or delegate to other staff
  • Verify payment vouchers/cheques/cash payments in Juba to ensure that complete documentation is available
  • Ensure Authorization table is periodically circulated as a refresher
  • Provide support to field finance staff, and work closely with them to ensure that financial information is accurate and up to date.
  • Country office year end closure preparation and working with the controller
  • Assist in project and end year audits.
  • Take over the responsibilities of the FC during absence

Qualifications

  • Minimum 3 years of experience from working as a senior Financial Manager in a humanitarian context
  • Experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Solid knowledge of computer software and modern accounting systems
  • Valid driver’s license

  • Contract period: 12 months, with possibility of extension
