Context:

Afghanistan, Bangladesh and Pakistan face unprecedented migration challenges and sustainable, long-term solutions have to be identified in order to address them. Any solution will need to facilitate safe, humane and dignified return and sustainable reintegration of migrants and refugees, prevent irregular migration, and take away the drivers of migration, such as security and lack of employment opportunities.

The specific objective of the action is to support the sustainable reintegration of migrants returning to Afghanistan, Bangladesh and Pakistan. The action will be complimentary to reintegration support financed by EU Member States' programmes. The families of returnees and their host communities will be also targeted in order to enhance the sustainability of the reintegration. The action will furthermore focus on improving migration governance in Afghanistan, Bangladesh and Pakistan. In particular, both at national and local levels, authorities will be supported to strengthen their policy framework for rights-based and development-focused migration policies and sustainable reintegration of returnees. Under the direct supervision of the Programme Manager (PM) and overall guidance of the Senior Programme Manager (Sr.PM) in Dhaka, Bangladesh, and in close coordination with other Units, the successful candidate will be overseeing the Monitoring and Evaluation (M&E) activities of an EU funded three year multi-country projects in Afghanistan, Bangladesh and Pakistan. S/he will be based in Dhaka and coordinate monitoring and evaluation activities for all Page 1 / 4three countries, with frequent travels to Afghanistan and Pakistan as necessary. Core Functions / Responsibilities:

1. Design, develop, implement and oversee the M&E activities of relevant projects according to the programmes’ goals and objectives in close coordination with the relevant colleagues in Afghanistan, Bangladesh and Pakistan.

2. Responsible for the development, measurement and reporting of qualitative and quantitative output, outcome and objective level performance indicators with targets for the relevant projects. Prepare periodic donor reports in line with the M&E plans and agreed reporting schedules. 3. Develop M&E tools, systems and formats, and provide M&E specific technical training in all three countries.

4. Ensure the production of consolidated reports and agreed action plan for follow up response in coordination with thematic heads and other relevant project staff. 5. Monitor data collection, collation, storage, analysis and reporting, and follow up with NGO partners regarding progress reports.

6. Interact with donors and partners onsite to share monitoring systems and findings, and to discuss improvements and quality control.

7. Carry out regular monitoring activities in the project sites and provide timely feedback to the relevant colleagues.

8. Facilitate regular feedback from beneficiaries and stakeholders on activities and services provided through the organization’s support in close coordination with field colleagues. 9. Support the Communication Coordinator to document the process and activities of on-going projects such as capturing case stories for donor reports, website and newsletters based on M&E activities in the project sites.

10. Coordinate, organize and participate in training sessions and workshops on M&E activities for IOM staff, partners and stakeholders, and facilitate their capacity building. 11. Facilitate/oversee evaluation (mid-term, end of project) as per the donor agreement, and disseminate assessments reports among management and relevant stakeholders. 12. Prepare necessary reports and disseminate them to relevant stakeholders and highlight necessary follow-up actions as required.

13. Undertake duty travel, to Afghanistan and Pakistan to monitor the project activities. 14. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Development, Management, Political or Social Sciences or a related field from an accredited academic institution with five years of relevant professional experience; or • University degree in the above fields with seven years of relevant professional experience. • Experience in implementation of M&E framework and roll out of the relevant tools, reporting and project management;

• Experience in project implementation and results-based management, preferably in the field of research, monitoring and/or evaluation;

• Experience with logical framework approach and other strategic planning approaches, M&E methods and approaches (including quantitative, qualitative and participatory), planning and implementation of M&E systems, facilitating learning- oriented analysis sessions of M&E data with multiple stakeholders, information/data analysis and report writing; • Ability to adapt M&E tools to work effectively with local authorities, stakeholders and beneficiaries;

• Advanced knowledge and skills of computer applications of MS Word, Excel, database management, SPSS or other statistical packages;

• Excellent communication, analytical and interpersonal skills;

• Strong interpersonal and teamwork skills; courtesy, tact and the ability to establish and maintain effective working relationships with people of diverse cultural and national backgrounds;

• High degree of judgment and initiative; ability to work with a high degree of independence within assigned areas.

Languages

Fluency in English is required. Working knowledge of Bengali is an advantage. Note

This position will be based at the Ministry of Expatriates Welfare and Overseas Employment office.
