Job description

  • Develop Education strategy, technical guidance and Macro LFAs
  • Compliance with and adherence to NRC policies, guidance and procedures
  • Contribute to fundraising, develop and revise funding proposal, budgets and donor reports
  • Identify trends technical standards and donor priorities
  • Follow up on compliance with contractual commitments within Education, ensure high technical quality and synergies in project implementation
  • Provide technical direction and project implementation support
  • Ensure that key learnings are extracted from Education implementation, and incorporate them in Education and staff development processes
  • Provide systematic training and build capacity of technical staff
  • Represent NRC in relevant forums/clusters, including with national authorities and donors
  • Promote the rights of IDPs/returnees in line with the advocacy strategy
  • Provide technical support to the Area Management teams and Education management/coordination staff, and oversight over the grant portfolio relevant to Education
  • In coordination with the Head of Programme and Education Adviser in Asia-Europe Regional Office or Head Office in Oslo; review, update and finalize Education MLFAs, specifically the EiE indicators.
  • Maintain regular contact with appropriate humanitarian partners and relevant government ministry/departments (specifically MoE), including fulfilling NRC’s role as an elected Strategic Advisory Group member for the Education in Emergencies Working Group, and to support field coordination of EiE WG – particularly in South and West regions
  • Follow-up and secure the essential MoU with the MoE /Department of Literacy; and ensure that NRC’s education programme adheres to what was prescribed by the MoU and other relevant government policies and guidelines (e.g. CBE policy).
  • Conduct periodic mentoring/monitoring visits to project sites to monitor programme implementation progress sand provide technical capacity building support to the Education PM and Education staff through their respective area management teams.
  • Coordinate closely with other CC Specialists and facilitate integrated programming.
  • Review PCM adoption process with and mentor the education staff for the full utilization of the PCM tools
  • Any other education programme related tasks as assigned by the supervisor

Qualifications

  • Minimum 8 years of experience within technical expertise area in a humanitarian/ recovery context, including 5 years of either relevant programme management or technical advice, pertaining to Education
  • Experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Fluency in English, both written and verbal
  • Prepared for substantial field travel to NRC offices in Afghanistan
