We are looking for a highly qualified professional with experience in managing and handling cash, and a flexible approach to manage and prioritize a high workload and multiple tasks with tight deadlines. 
 
Who are we? 
Danish Refugee Council is a leading protection agency pursuing our mandate to protect and promote durable solutions to displacement-affected populations on the basis of humanitarian principles and human rights. In the Middle East and North Africa (MENA), DRC apply a regional approach with operational presence in Libya, Tunisia, Algeria, Jordan, Lebanon, Syria, Turkey and Iraq.     
Present in Iraq since 2003, DRC is today operational in the Kurdish governorates, in and around Baghdad and in several South-Central governorates. Focused both on the influx of Syrian refugees and the current IDP crisis, DRC is providing assistance in a range of sectors including Camp Coordination and Camp Management, Protection, Livelihoods, Emergency Response (including food security, cash, and NFIs), WASH, Shelter and Mine Action. The Iraq programme presently employs some 450 national staff and 45 international staff, and is growing to meet new, emerging needs associated with ongoing and recent conflict in multiple locations.
 
 About the job:
Under the direct supervision of the Finance Manager, the Finance Officer is responsible for all financial issues of all the Projects in Baghdad. 
 
Duties and Responsibilities 
Finance 
  • To ensure that all payments are made in a timely manner with the appropriate authorizations. 
  • To ensure that all payments are done only if supported by vouchers complaining with DRC and donors requirements. 
  • To ensure that all DRC templates existing along the supply chain (ORs, POs, Bid Analysis, Contracts…) are signed and used before proceeding to payment. 
  • To check all cash and blank payments, including petty cash transfers to sub-offices if any. 
  • To update DRC cashbooks on a daily basis in order to reflect the actual status of existing cash count and ready for inspection at any time. 
  • To do physical cash count on a daily basis and the release of signed cash count & cash/bank statements of the last day of each week and at the end of each month. 
  • To ensure that advances and deposits are settled within 2 weeks after an outlay is taken. 
  • To notify any rebooking that is considered necessary. 
  • To assist in the budgeting procedure. 
  • To support internal and external audits as instructed by the FAM 
  • To ensure that all cashbooks, related documents and vouchers are timely submitted to FAM.  
  • are communicated to all staff in a timely and efficient manner. 
  • To supervise and control the filing/archive of the vouchers 
Other  
  • Any other duties as may be assigned. 
  • Conduct duties in accordance with DRC Iraq programme Standard Operating Procedures (SOPs)  
  • Conduct duties in accordance with DRC Code of Conduct  
  • Make sure to spread a positive image of DRC and its activities by explaining what DRC is  doing and why DRC operates in that way. 
About you:
To be successful in this role you must have: 
  • Relevant university degree or similar education 
  • Minimum of two (2) years’ experience working in a similar position. 
  • Experience of managing and handling cash 
  • Strong written and mathematical skills 
  • Experience of working with UN or Non-Governmental organizations. 
  • Good communication skills with fluency in written and spoken English and Arabic  
  • Excellent reporting skills. 
We are also expecting:
  • Flexible approach to manage and prioritize a high workload and multiple tasks with tight deadlines  
  • Confident & proficient in the use of MS Office, with advanced Excel proficiency 
  • Good social skills to establish strong working relationships with colleagues

  • Ability to prioritise large and changeable workload 
  • Good communication skills and ability to work as part of a team

  • Good computer skills (especially MS Word and Excel) 
  • Fluent in spoken and written Arabic and English 
 
We offer: 
DRC will offer the successful applicant a 6 months contract, renewable dependent on both funding and performance. You must be available to start work from 15 April 2017 and be willing and able to work in Baghdad.
