IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

International Organization for Migration (IOM) Nepal is implementing “Capacity Building of Nepal’s National Security Forces (Nepal Army, Nepal Police and Armed Police Force) in Camp Coordination and Camp Management (CCCM)” project funded of USAID/OFDA. The project aims to contribute to the Government of Nepal’s efforts in disaster preparedness through increasing capacity of first responders (National Security Forces) to effectively manage displaced populations in line with international standards and best practices. To increase CCCM response capacity, IOM Nepal will tailor the training package referring to the global as well as national CCCM training package specifically towards improving the capacity of the National Security Forces in their role in Search and Rescue operations and as first providers in emergency response. The training materials will focus on the first 72 hours of emergency response, principles of protection and management of displaced populations and SPHERE standards in setting up camps following international standards, standard operating procedures for registration, verification and distribution exercises and receiving new arrivals, and best practices outlined by the global Camp Management Toolkit. The training curriculum will also take into account an extended period of engagement of the National Security Forces i.e. beyond 72 hours and their specific roles and coordination functions with other government line agencies, in particular, handover to civilian authorities. The training material will also include a practical one-day camp set-up to provide participants with the opportunity to apply humanitarian principles and international standards in a safe earning environment. Based on the training materials developed, the project will provide Training of Trainers (ToT) to the officials from National Security Forces to roll out CCCM training in their respective regional offices. IOM Nepal is seeking the services of an external consultant to develop the tailored training package of 3 days and provide ToT to the National Security Forces to capacitate them to roll out the regional trainings under the supervision of Program Manager and Chief of Mission of IOM Nepal.

Nature of the consultancy:

Consultancy services related to Camp Coordination and Camp Management.

Objective:

Develop a 3-day Camp Coordination and Camp Management tailored training for the National Security Forces of Nepal.

In consultation with Project Manager, the consultant is expected to include interactive training sessions, case studies, group works etc., similar to that of existing national CCCM training package designed for the National Security Forces. The consultant is expected to submit an assignment completion report once the deliverables are achieved.

Core Functions / Responsibilities:

• Conduct training assessment of the National Security Forces;

• Consult with the personnel of National Security Forces on the content of training curriculum; • Develop tailored CCCM training package, including one day practical session on camp set up and handover;

• Develop ToT materials and deliver one ToT training for the personnel of National Security Forces.

• Perform other tasks as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Political or Social Sciences, International Relations, Human Rights/ Law, Architecture, Engineering, Disaster Management, Conflict Management or a related field from an accredited academic institution with five years of relevant professional experience; or • University degree in the above fields with seven years of relevant professional experience. Experience

• Experience in camp coordination and/or camp management and capacity building, and in convening and facilitating CCCM trainings and workshops.

• Experience in developing and implementing training projects or programmes. • Experience in developing national level contextualized and tailored CCCM training packages. • Experience in working group coordination and humanitarian response within the UN Common System.

• Excellent in facilitation and analytical skills.

Languages

Fluency in English is required.
