Context:

Under the overall supervision of the IOM Somalia Department of Migration Management (DMM) Coordinator and direct supervision of the Programme Manager (Immigration and Border Management (IBM)) the successful candidate will work closely with the Programme Manager and contribute to the coordination, implementation and monitoring of Immigration and Border Management (IBM) programme activities in Somalia.

The International Organization for Migration (IOM) has been implementing IBM programmes since 2006, building the capacity of the Somali authorities in effective IBM in order to promote safe and orderly migration, thereby mitigating security threats. The programme provides

technical support under five thematic foci: 1) Legislation and policy; 2) Infrastructure and equipment; 3) Border Management Information Systems; 4) Inter-agency and regional collaboration; and 5) Organizational development and management.

The IBM programme is directly implemented by IOM without implementing partners and most of the activities in the programme are delivered by the programme staff assigned to the project, which requires interaction with multiple Somali authorities whose needs and capacities are at different stages. The programme is funded by different donor governments and requires macro- and micro-level attention to the political, security and socio-economic landscapes of the Horn of Africa in general and Somalia in particular.

Page 1 / 4With the current growth of the IBM programme, the unit seeks a proactive consultant to

strategically support its undertaking on: 1) Project development, 2) Donor liaisons, 3) Communication4) Monitoring & Evaluation and 5) Reporting with close co-ordination with IBM programme staff, Public Information Unit (PIU), Project Support Unit (PSU) within the mission. Core Functions / Responsibilities:

1. Provide technical inputs for the design and development of new projects and activities in close coordination with the relevant donors, government counterparts, public and private institutions, and project partners.

2. Coordinate and draft sections of interim/final reports for donors, government and other relevant stakeholders, in line with donor/IOM requirements and procedures. 3. Monitor and follow up on the drafting, processing, endorsement and submission of IBM project proposals, donor reports, partner agreements (Service Agreements, MoUs, LoAs and other types of contracts) and other relevant documents, in line with specific internal IOM requirements and procedures.

4. In coordination with the Programme Manager (IBM), participate in donor meetings, briefings and conferences and liaise with donors, governmental partners, project partners, think tanks policy centers at the international and national level.

5. Through close cooperation with the Monitoring & Evaluation unit observe IBM projects’ compliance with the objectives set in project documents and budgets, M&E frameworks and work plans to facilitate compliance with donors’ contractual requirements, interests and expectations.

6. Prepare communication and advocacy materials (info-sheets, newsletters) circulated among the UN agencies, IOM Headquarters and Regional Offices, the Somali authorities, the donor community and the media. In co-ordination with the Project Officer, PIU and PSU as required, draft talking points, power point presentations and other materials for IOM Somalia Mission to present the programme.

7. Compile and analyse relevant information on migration using data reports from Migration information and Data Analysis System (MIDAS).

8. Support capacity building and training activities in the field of programme development for government officials and IBM staff in Somalia through workshops and seminars. 9. Facilitate the timely recruitment of internationals contractors and consultants for training in accordance with IOM’s procedures and regulations.

10. Undertake duty travel within Somalia related to programme activities including assessments, liaison with partners and counterparts, cross border meetings and workshops, etc. as required. 11. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Political or Social Sciences, Migration Studies, International Development, Law or a related field from an accredited academic institution with two years of relevant professional experience; or

• Demonstrated skills in project development, monitoring and evaluation, report writing and development of communication materials (samples will be requested);

• Experiences in conducting Monitoring and Evaluation (M&E), with understanding and knowledge of M&E tools and approaches;

• Experience providing support to national efforts in the area of training/capacity building operations and/or immigration and border management and information systems; • Experience in liaising with donors and government counterparts;

• Excellent communication and negotiation skills;

• Proficient in computer software: Microsoft Office (Outlook, Words, Excel and Internet Explorer). Languages

Fluency in English is required. Working knowledge of Somali or Arabic is an advantage. Notes
