  1. BACKGROUND:

 UNICEF in partnership with BBC Media Action is implementing a transmedia initiative focused on gender and adolescent issues. The current initiative uses an entertainment-education approach for a range of media outputs, including a 78-episode TV series AdhaFULL and Full On Nikki radio series, social media strategy, a mobile game and an interpersonal communication toolkit - each serving a strategic purpose in this unique initiative for adolescents.

 AdhaFULL is a gripping whodunit thriller for adolescents with a social twist. The series is being broadcast on Doordarshan National, three times a week, Friday-Sunday, 7:30-8:00 pm since October 2016 and is scheduled to be on air till end April 2017. As per BARC data, the show has reached over 36.29 million viewers till January 2017. Options for broadcast on private Cable & Satellite channel is also being explored. Given the crucial issues being addressed on AdhaFULL, Season 2 or another 78 episodes is to be produced starting May 2017. The AdhaFULL IPC toolkit meant for adolescent groups to be rolled out in the UNICEF adolescent empowerment districts is also currently under production. IPC toolkit contains a 26-part DVD omnibus, an activity book for 10-14-year-old adolescents, 10 graphic novels and 8 language adaptations of the entire IPC toolkit. 

Given UNICEF, India's experience of designing, creating, producing and evaluating entertainment-education programmes (radio and TV), as a way forward a more strategic approach is being adopted. In this regard, UNICEF is in the process of forming partnerships with Indian Broadcasters Association (IBF) and the national service broadcaster Prasar Bharti's training institute - the National Academy of Broadcasting and Media (NABM) for a long-term engagement to influence the overall media environment, enhanced prosocial messaging and gender sensitive programming using the entertainment-education approach. 

  1. PURPOSE:

 To support the C4D section and C4D Specialist, Delhi provide technical assistance and day-to-day management for production of  - 1) AdhaFULL IPC toolkit to be used in adolescent empowerment districts 2) 78 episodes of Season 2 of AdhaFULL entertainment-education TV series on gender for adolescents 3) Under the UNICEF- IBF (Indian Broadcaster Federation) partnership, coordinate the content analysis research and assist with designing the dissemination plan with relevant industry professionals 4) Capacity building of the national service broadcaster Prasar Bharti's training institute - the National Academy of Broadcasting and Media (NABM) in prosocial and gender sensitive programming using the entertainment education approach.

 The person will be responsible for the day-to-day management, coordination with different stakeholders, providing guidance for appropriate messaging and timely production to different agencies. The person will be also undertaking field visits to participate in the IPC toolkit training in the Adolescent Empowerment districts and in organizing capacity building workshops with Doordarshan and dissemination workshops with IBF.

3. MAJOR TASKS/DELIVERABLES:

 AdhaFULL Transmedia initiative

    1. Development of the AdhaFULL IPC toolkit in UNICEF adolescent empowerment districts – provide technical assistance in the development and production of the AdhaFULL IPC toolkit which entails a 26-part DVD Omnibus of AdhaFULL Season 1 along with a facilitators guidebook, an activity book for 10-14-year-old adolescents, 10 graphic novels and 8 language adaptations of the AdhaFULL IPC toolkit. This involves systematic review, day to day management and coordination with the agencies involved in the design, development and production of the IPC toolkit. The consultant will also participate in the pretesting of the IPC toolkit components. Subsequently, to inform and improve the IPC toolkit implementation, undertake 4 field visits in the adolescent empowerment districts where its being used.
    2. Provide technical expertise for guiding and managing the development of AdhaFULL TV series season 2 (78-episodes) on gender for adolescents: Under the overall direction of UNICEF team (including technical specialists) guide the agency responsible for the development and production of season 2 of TV series. Provide technical guidance for finalization of the different steps in the development and production process for a smooth transition to season 2 especially finalizing the message guidance grid. This involves consultations with UNICEF technical experts and the agency to prioritize messaging for Season 2. The consultant will have responsibility for systematic review and the day-to-day management of and coordination between the agencies associated with the development, production, post production and broadcast of the TV series. The consultant will review and validate the messaging, storyline and production processes proposed by the third-party service provider; keep the project manager systematically apprised of the status of the production, and associated/anticipated/unforeseen challenges and opportunities and recommended mitigation measures. The consultant will also assist in establishing partnerships and broadcast of – 1) AdhaFULL season 1 on private cable and satellite channels 2) Full On Nikki radio series on the national service broadcaster AIR and/OR other private FM stations.
  1. UNICEF-IBF Partnership – Content Analysis Research of Hindi GECs: UNICEF has partnered with IBF with a vision to influence the overall media environment, especially Hindi GECs, for enhanced prosocial messaging and gender sensitive programming. The consultant will provide technical expertise in guiding the content analysis research study and disseminating the findings through workshops. There may be travel involved to Mumbai.
  2. Capacity building of the national service broadcaster Prasar Bharti's training institute - the National Academy of Broadcasting and Media (NABM): Under the guidance of the C4D specialist and the partner agency, provide assistance in the development and design of the capacity building module and workshops using the entertainment-education approach to influence programming on UNICEF issues such as child rights – child labour, violence against children and women, gender sensitization among others.

 7.  OFFICIAL TRAVEL INVOLVED (ITINERARY AND DURATION)

The travel will most likely be for pretesting and subsequent observation visits to assess the use of the AdhaFULL IPC toolkit in 4-5 of the UNICEF supported states (TBC). Travel is also required to Mumbai for observation visits to AdhaFULL season 2 production and content analysis dissemination workshops with entertainment industry professional (TBC).

 8. PAYMENT TERMS

  • Payment is linked to receipt and satisfactory acceptance of deliverables.
  • Travel expenses will be reimbursed at actuals based on receipt of invoices/reports.
  • Per Diem will be reimbursed at UNICEF consultant rates.

 9. QUALIFICATION, SPECIALIZED KNOWLEDGE AND EXPERIENCE REQUIRED

  •  More than 10 years of work experience, with at least 5 years of relevant experience in managing design and implementation of media based innovations for behavior change communication for large scale media interventions (preferably around the issues of child survival, protection and women's empowerment) Experience in providing strategic inputs and message guidance on C4D media initiatives with a focus on adolescent girls health, young child survival and development - safe motherhood, nutrition, routine immunization, child protection, HIV awareness and gender will be an advantage.
  • Extensive experience in managing content development, message briefs and research for producing TV serials/series, especially in using entertainment education approach for mass media and interpersonal communication.
  • Experience in using multiple media forms - especially television with radio and new technologies (like mobile phones and internet for sharing content) would be desirable. Experience of measuring/evaluating the impact of communication strategies being implemented can be an asset.
  • Good coordination and organization skills and Experience of budget/resource management.
  • Excellent interpersonal skills, with the ability to work with multiple project partners and stakeholders – media, production teams/creative teams, private sector, civil society.
  • Excellent writing skills and proficiency in both English and Hindi.
  • Previous experience with UNICEF or UN agency will be an asset, though not mandatory

 The selection will be on the basis of technical evaluation & financial offer in the ratio of 80:20.  The criteria for technical evaluation will be as follows:

 Candidates will be shortlisted for the written test on the basis of the review of the CVs for criteria a, b, c and d as listed above. The candidates who score overall  32/40 and above against criteria (a through d) as well as meet the minimum cut-off in each of the above 4 sub-criteria will be shortlisted for the written test.

 5. A written test will be administered with shortlisted candidates. 16/20 Min/ Max)

  Candidates who score 16 marks and above will be shortlisted for an interview.

 6. Interview with candidates that clear the written test 16/20 ( Min/ Max)

 Total technical score – 80. Minimum overall qualifying score is 64/80. Only those candidates who meet the minimum qualifying marks of 64 as well as score the minimum score in each of the above sub-criteria including the interview will be considered technically responsive
