1.         Organizational context

 

The post is located in the Standards Section (STS) of the International Classifications and Standards Division. This Section is responsible for organizing the meetings of the Committee on WIPO Standards (CWS) and of its Task Forces, and the publication of their decisions and of the WIPO Standards and other related materials, leading and supporting the development and implementation of the Standards, coordinating various practices of the Member States and other stakeholders in processing and exchanging IP information and documentation, and providing global forum for all stakeholders to discuss issues on IP information and documentation to find solutions collaboratively.

Reporting to the Head of Section, the main role of the incumbent is to contribute to the development of WIPO Standards in particular using the extensible markup language (XML) or relevant Information Technology (IT) tools and to assist the implementation of the Standards by Member States and other stakeholders.

The incumbent works under the supervision of the Head of the Standards Section.

 

2.         Duties and responsibilities

 

The incumbent will perform the following principal duties\:

 

(a)  Participate in the preparation of documents and proposals for the CWS, as well as in the representation of the International Bureau in meetings of the Committee and its Task Forces, and  provide technical inputs for the preparation of their reports;

(b)  Participate in developing WIPO Standards in particular using XML and relevant software tools to assist the implementation of the Standards by Member States and other stakeholders;

(c)   Monitor the preparation of WIPO Standards and other related materials, and ensure the regular review and update for publication on the Internet and other media;

(d)  Keep abreast of developments in IT and Intellectual Property (IP) information and documentation, and liaise with the concerned work units throughout the Organization to coordinate efforts;

(e)  Provide  information, guidance and assistance to IP authorities of Member States in matters relating to WIPO Standards, in particular XML-related Standards;

(f)   Update and maintain technical documentation;

(g)  Support the preparation of specification and system/application designs;

(h)  Participate in meetings and exhibitions convened by Member States, industry groups and other stakeholders in relation to IP information and documentation;

(i)    Provide logistical, administrative and substantive support with regards to the organization of Committee sessions and other CWS-related meetings;

(j)    Establish and maintain contact with relevant internal and external stakeholders as directed, including Member States and intergovernmental organizations; and

(k)  Perform other related duties as required.

 

 

3.         Requirements

 

Education

       Essential

       First-level university degree in science, engineering, information technology or other closely related fields.

Experience

       Essential

At least three years of progressive professional experience in developing and managing information and communication technology system, including XML at national or international levels, preferably from the perspective of an industrial property office.

Desirable

Experience in computer programming based on XML technology.

Experience in and knowledge of web management systems.

Experience in IP authorities of Member States or intergovernmental organizations.

Languages

       Essential

Excellent written and spoken knowledge of English.

Desirable

     Knowledge of other official UN languages.

Job-related competencies

     Essential

Good knowledge of WIPO Standards in particular XML-related Standards, including their functioning and revision procedures.

Good knowledge and understanding of IP information and documentation.

Excellent XML knowledge.

Good knowledge of business and administration in the field of industrial property.

Excellent analytical and organizational skills, with the ability to work within strict time constraints and to meet deadlines.

Excellent communication and interpersonal skills and ability to establish and maintain effective partnerships and working relations in a multi-cultural environment with sensibility and respect for diversity.

Desirable

     Good IT knowledge and skills, including web services and web document management.

Project management process understanding.

Good knowledge of modern information technologies and industry standards and their use in delivering improvements to business processes.

5.         Information

 

Mobility\:  Candidates appointed to an international position with WIPO are subject to mobility and may be assigned to any activity or duty station of the Organization throughout the world.

 

Annual salary\:

Total annual salary consists of a net annual salary (net of taxes and before medical insurance and pension fund deductions) in US dollars and a post adjustment.  The post adjustment (cost of living allowance) is variable and subject to change without notice in accordance with the rates as set within the UN Common System for salaries and allowances.  The figures quoted below are based on the March 2017 rate of 79.3%

Salaries and allowances are paid in Swiss francs at the official rate of exchange of the United Nations.

Additional Information

 

Initial period of two years, renewable, subject to satisfactory performance.  No fixed-term appointment or any extension hereof shall carry with it any expectancy of, nor imply any right to, (further) extensions or conversion to a permanent appointment.
